I am writing to express my support for the nomination of Ms. Katie McGinty to serve as Chair of the White House Council on Environmental Quality (CEQ), a nomination that I understand soon will be under consideration by your committee.

As you know, since its creation by Congress in 1969, CEQ's mission has included ensuring that every president and every administration has an effective environmental policy advocate in the executive office.

In addition, under the National Environmental Policy Act, CEQ has historically served as an honest broker among the many federal agencies, when it comes to environmental policy disputes and implementation.

I am convinced that Ms. Mcaincy's leadership as confirmed Chair would help to strengthen CEO and would allow it to continue its vital role in effectively overseeing and shaping our nation's environmental policies.

She has served ably as a senior legislative staff member handling environmental policy issues for then Senator Al Gore, and, subsequently, as Director of the White House Office on Environmental Policy.

I believe you will find that she's moderate, interested in reform, and has a real knack for solving problems. She already has proven her skills at bringing all the stakeholders to the table and building concensus.

I hope you will do what you can to see that she continues to put her experience and skills to work for CEQ.

Dear Senator Lieberman:

I am writing on behalf of the Environmental Business Council - New
England (EBC-NE) to urge your support for the confirmation of
Kathleen McGinty as Chair of the Council on Environmental Quality.

We are supporting her confirmation based on her strong support of
the environmental industry - firms that manufacture products and
provide services in the environmental/energy fields. EBC-NE, for
example, represents equipment manufacturers, engineering and
consulting firms, solid and hazardous waste management companies,
remedial and emergency response contractors, professional services,
analytical testing laboratories, financial and educational institutions.
The environmental industry in Massachusetts alone currently includes
more than 1,500 companies, employing about 55,000 people, and
generating total sales revenues in excess of $5.5 billion annually.
The industry in our total New England region is estimated to be twice
those figures.

We have worked with Ms. McGinty a number of times as she has worked to promote and coordinate environmental policies and to help related industries to reduce paperwork, overlap, and duplication.

Of particular interest to our industry, she has encouraged the development and commercialization of new environmental technologies. These efforts are vital in helping our industry maintain its important competitive position around the world in the face of increased competition from both Europe and Asia.

In addition, Ms. McGinty is both knowledgeable and articulate regarding the public policy issues related to the fair and appropriate levels of environmental regulation as well as their relationship to positive economic policy.

We are, therefore, pleased to endorse her nomination and seek your support for her confirmation as Chair of the Council on Environmental Quality.

The Environment and Public Works Committee will soon review the appointment of Kathleen McGinty. It has been my personal pleasure to have worked with Ms. McGinty for the past three years in my role as co-chair of the President's Council on Sustainable Development. She has been a very positive force... urging the Council to seek innovative ways to improve dialogue with the business, government, environment and public interest communities. She is aware of the need to involve business leaders in the decision-making process and frequently asks for their input.

I urge you and your colleagues to approve Ms. McGinty's nomination as chair of the Council on Environmental Quality.

The Senate will soon be considering the confirmation of Kathleen McGinty as Chair of the Council on Environmental Quality (CEQ). Ms. McGinty is well qualified for the position and I fully support her appointment.

As a member of the President's Council on Sustainable Development I have had an opportunity to work with Ms. McGinty. She understands the necessity of maintaining high environmental standards and at the same time the need for a growing economy. She has worked to find solutions to economic development - environmental problems by setting up collaborative processees by which the stakeholders find creative solutions which are acceptable to both the developers and the environmentalists. At the request of President Clinton she helped craft the agreement for San Francisco Bay and the Delta that protects the health of the environment as well as the stability of the state's water supply.

Ms. McGinty has also worked to reduce paper work requirements on environmental compliance issues, expand the use of market mechanisms to find " win-win" solutions to problems and to develop partnerships with industry and the states.

Ms. McGinty brings all the skills and insights necessary to prepare our Nation for the next century in the critical areas of environmental quality and a growing economy so that future Americans can lead healthy lives in a pleasant environment which provides meaningful jobs for all citizens.

RE: Confirmation of Kathleen McGinty

Dear Mr. Chairman and Mombers of the Committee.

We understand that you will soon be holding a confirmation hearing on the nomination of Kathleen McGinty as Chair of the Council on Environmental Quality. The Environmental Council of the States (ECOS) has worked with Ms. McGinty on several issues over the last year. Although time does not allow us to poll our membership on her nomination, the officers of ECOS have found her to be both accessible and responsive to the states. She has made herself and her staff available to work with us on various issues. This allows us to deal with the political leadership in the Administration as well as with the Environmental Protection Agency. She has been responsive to our requests for both policy direction to and interagency coordination of multiple federal agencies regarding matters of importance to the

states.

As the officers of ECOS, we would therefore like to offer our support for her
