DEAR MR. DADDARIO: The Legislative Reference Service is pleased to transmit a report entitled "The Participation of Federal Agencies in International Scientific Programs." The report was prepared by staff in our Science Policy Research and Foreign Affairs Divisions, in response to your request for a report describing these programs to be used as background for your subcommittee's work in this area. The scope of the report has been developed through conferences with the committee staff during its preparation.

The report presents the highlights of the international scientific activities of the several agencies of the executive branch of the Federal Government having cooperative programs with scientists in other nations. The report also goes into the role of the National Academy of Sciences, the Federal Council for Science and Technology, and the functions of the Department of State in these activities. Information was gathered on each organization, and arranged in a logical sequence by chapter. Although details and method of treatment of the several agencies vary from one to the other because of the availability of information, this is the first time a comprehensive survey of the cooperative and international activities of these agencies and departments has been presented to Congress. Also, the report contains new data as well as new arrangements of data.

In the Science Policy Research Division, Dr. Freeman H. Quimby was project leader for the study. He wrote the Introduction and prepared the chapters on the Department of Defense, the Department of Health, Education, and Welfare, the Department of Agriculture, and the National Academy of Sciences, from material provided by those agencies. Mr. Dennis Brezina wrote the chapters on the International Committee of the Federal Council for Science and Technology, the National Science Foundation, the Atomic Energy Commission, the Department of Commerce, and the Department of Interior. The chapters on the Department of State and Intergovernmental Organizations were prepared by Mrs. Ellen C. Collier and Miss Angie L. Magnusson of the Foreign Affairs Division, and Mrs. Eilene M. Galloway of that division wrote the chapter on the National Aeronautics and Space Administration.

We would especially like to acknowledge the cooperation of many individuals in the agencies and departments in providing the basic information and assistance on drafts of the chapters pertaining to their activities. The responsibility for any errors or omissions must, of course, be borne by the Legislative Reference Service.
