OBTAINING INFORMATION FROM FEDERAL AGENCIES

SEC. 402. Such information as the Secretary may deem 6 necessary for purposes of the evaluations conducted under 7 this title shall be made available to him, upon request, by the

8 agencies of the executive branch.

AUTHORIZATION OF APPROPRIATIONS

SEC. 403. There is authorized to be appropriated such

sums as the Secretary may require, but not to exceed an 12 amount equal to one-half of 1 per centum of the funds appro13 priated under titles I, II, and III of this Act or $2,000,000, 14 whichever is greater, to be available to conduct program and 15 project evaluations as required by this title.

REPORTS

SEC. 404. Not later than 120 days after the close of 18 each fiscal year, the Secretary shall prepare and submit to 19 the President and to the Congress a full report on the activi20 ties carried out under this Act. Such annual reports shall 21 include statistical data reflecting, with the maximum feasible 22 detail, vocational rehabilitation services provided handi23 capped individuals during the preceding fiscal year and shall 24 specifically distinguish among rehabilitation closures attribut25 able to physical restoration, placement in competitive em

1 ployment, extended or terminal employment in a sheltered 2 workshop or rehabilitation facility, employment as a home3 maker or unpaid family worker, and provision of compre4 hensive rehabilitation services.

SHELTERED WORKSHOP STUDY

SEC. 405. (a) The Secretary shall conduct a study of 7 the role of sheltered workshops in the rehabilitation and 8 employment of handicapped individuals, including a study

9

of wage payments in sheltered workshops. The study shall 10 incorporate guidelines which are consistent with criteria. 11 provided in resolutions adopted by the Committee on Labor and Public Welfare of the United States Senate or the Com13 mittee on Education and Labor of the United States House 14 of Representatives, or both.

(b) The study shall include site visits to sheltered work

shops, interviews with handicapped trainees or clients, and 17 consultations with interested individuals and groups and State 18 agencies designated pursuant to section 101.

19 (c) Any contracts awarded for the purpose of carrying 20 out all or part of this study shall not be made with indi21 viduals or groups with a financial or other direct interest 22 in sheltered workshops.

23 (d) The Secretary shall report to the Congress his 24 findings and recommendations with respect to such study

1 within eighteen months after the date of enactment of this

2 Act.

TITLE V-OFFICE FOR THE HANDICAPPED

ESTABLISHMENT OF OFFICE

SEC. 500. There is established within the Office of the 6 Secretary in the Department of Health, Education, and Wel7 fare an Office for the Handicapped (hereinafter in this title 8 referred to as the "Office"). The Office shall be headed by a 9 Director, who shall serve as a Special Assistant to the Secre10 tary and shall report directly to him, and shall be provided 11 such personnel as are necessary to carry out the functions 12 set forth in section 501.

FUNCTION OF OFFICE

SEC. 501. It shall be the function of the Office, with

15 the assistance of agencies within the Department, other de

16

partments and agencies within the Federal Government, 17 handicapped individuals, and public and private agencies 18 and organizations, to

(1) prepare and submit to the Secretary, for submission to the Congress within one year after the date

of enactment of this Act, a five-year plan for the provision of services to handicapped individuals and for

programs of research, evaluation, and training related to such services and individuals;

(2) analyze and review, on a continuing basis, pro

gram operation and budgeting with a view to assure, consistent with applicable provisions of law, progress toward meeting the goals and priorities set forth in the 4 plan required under clause (1), the integration of all programs providing services to handicapped individuals,

and the elimination of unnecessary duplication and overlap in such programs under the jurisdiction of the Secretary;

(3) coordinate and encourage cooperative planning designed to produce maximum effectiveness, sensitivity, and continuity in the provision of services for handi12 capped individuals by all programs under the juris

diction of the Secretary;

(4) provide assistance (including staff assistance)

15 to the National Advisory Council on Rehabilitation of

the Handicapped established by section 210 of this Act, the National Advisory Council on the Education of the Handicapped established by section 604 of the Education of the Handicapped Act (title VI, Public Law 91-230), and other committees advising the Secretary on programs for handicapped individuals;

(5) develop means of promoting the prompt utilization of engineering and other scientific research to assist in solving problems in education, health, employment, rehabilitation, and other areas so as to bring about the

full integration of handicapped individuals into all aspects

of society;

(6) provide a central clearinghouse for information and resource availability for handicapped individuals through (A) the evaluation of systems within the Department of Health, Education, and Welfare, other departments and agencies of the Federal Government, public and private agencies and organizations, and other sources, which provide (i) information and data regarding the location, provision, and availability of services and programs for handicapped individuals, regarding research and recent medical and scientific developments bearing on handicapping conditions (and their prevention, amelioration, causes, and cures), and regarding the current numbers of handicapped individuals and their needs, and (ii) any other such relevant information and data which the Office deems necessary; and (B)

utilizing the results of such evaluation and existing in19 formation systems, the development within such Department of a coordinated system of information and data retrieval, which will have the capacity and respon
