public understanding of, the problems of older blind individuals;

3 the Secretary is authorized to make grants to and contracts 4 with public and nonprofit agencies for payment by the 5 United States of all or part of the cost of projects to 6 carry out the purposes of this subsection.

NATIONAL ADVISORY COUNCIL ON REHABILITATION OF

THE HANDICAPPED

SEC. 210. (a) There is established in the Depart10 ment of Health, Education, and Welfare a National Ad11 visory Council on Rehabilitation of the Handicapped (here12 inafter referred to in this section as the "Council") consist13 ing of twenty members appointed by the Secretary without 14 regard to civil service laws. Such twenty members shall 15 be leaders in fields concerned with rehabilitation or in 16 public affairs, and ten of such twenty shall be selected from 17 among leading medical, educational, or scientific authorities 18 with outstanding qualifications in the rehabilitation of handi19 capped individuals. Eight of such twenty members shall be persons who are themselves handicapped or who have re21 ceived vocational rehabilitation sevices. Each such member 22 of the Council shall hold office for a term four years, except 23 that any member appointed to fill a vacancy occurring prior 24 to the expiration of the term for which his predecessor is 25 appointed shall be appointed for the remainder of such term

1 and except that, of the members first appointed, five shall 2 hold office for a term of two years, and five shall hold 3 office for a term of one year, as designated by the Secretary 4 at the time of appointment. None of such members shall be 5 eligible for reappointment until a year has elapsed after 6 the end of his preceding term. The Council shall meet not 7 less than four times a year at the call of the Chairman, who 8 shall be selected from among its membership by the mem9 bers.

(b) The Council shall

(1) provide policy advice and consultation to the Secretary on the planning (including determination of priorities), conduct, and review of programs (including research and training) authorized under this

Act;

(2) review the administration and operation of vocational rehabilitation (including research and training) programs under this Act, including the effectiveness of such programs in meeting the purposes for which they are established and operated and the integration of research and training activities with service program goals and priorities, make recommendations with respect thereto, and make annual reports of its find

ings and recommendations (including recommendations

for changes in the provisions of this Act) to the Secre

tary for annual transmittal to the Congress;

(3) advise the Secretary with respect to the conduct of independent evaluations of programs (including research and training) carried out under this Act; and (4) provide such other advisory services as the Secretary may request.

(c) (1) Adequate technical assistance and support staff 9 for the Council shall be provided from the Office for the 10 Handicapped, the Rehabilitation Services Administration, or 11 from any other Federal agency, as the Council may reason12 ably request.

17 (d) The Council shall review the possible duplication among vocational rehabilitation programs and other pro

grams serving handicapped individuals within the same

geographical areas and shall make annual reports of the 21 extent to which unnecessary duplication or overlap exists, 22 together with its findings and recommendations, to the Secre23 tary for submission to the Congress. In making these reports,

the Council shall seek the opinions of persons familiar

with vocational rehabilitation and the employment of persons

1 who have received vocational and comprehensive rehabilita2 tion services in each State as well as persons familiar with 3 labor, business and industry, education and training, health, 4 and manpower programs.

5 (e) Members of the Council, while attending meetings

or conferences thereof, or otherwise serving on business of 7 the Council, or at the request of the Secretary, shall be en8 titled to receive compensation at rates fixed by the Secretary, 9 but not exceeding $100 per day, including traveltime, and 10 while so serving away from their homes or regular places 11 of business they may be allowed travel expenses, including 12 per diem in lieu of subsistence, as authorized by section 5703 13 of title 5, United States Code, for persons in the Government 14 service employed intermittently.

STATE ADVISORY COUNCILS

SEC. 211. (a) Any State which receives assistance 17 under this Act for any fiscal year ending after June 30, 18 1973, shall, with the aid of amounts set aside pursuant to sec19 tion 110 (f), established and maintain a State Advisory

case of a State in which members of the State board which

governs vocational rehabilitation are elected (including elec

1 rehabilitation in the State and the administration of voca2 tional rehabilitation programs, and who are experienced in 3 the education and training of the handicapped; persons who 4 are representative of labor and management, including per5 sons who have knowledge of the employment of persons 6 who have received vocational rehabilitation services and 7 employment of the handicapped; and individuals who are 8 handicapped and who are receiving or who have received 9 vocational rehabilitation services and who shall constitute a 10 majority of the total membership of the State Advisory 11 Council.

(2) The State Advisory Council, in accordance with 13 regulations prescribed by the Secretary, shall—

(A) advise the Governor and the State agency on the development of and policy matters arising in the administration of the State plan submitted pursuant to this Act;

(B) advise with respect to long-range planning and studies to evaluate vocational rehabilitation programs, services, and activities assisted under this Act; and

(C) prepare and submit to the Governor through the State agency having authority over vocational rehabilitation programs, and to the National Advisory Council on Rehabilitation of the Handicapped estab

lished pursuant to section 210 of this Act, an annual
