(C) demonstrate and evaluate existing, new, and improved methods and equipment essential to the care,

management, and rehabilitation of individuals with spinal

cord injuries;

(D) demonstrate and evaluate methods of community outreach and advocacy for individuals with spinal cord injuries in areas such as housing, transportation, recreation, employment, and community activities;

9 and (2) give promise of offering substantial skill, experience, and capability in providing a comprehensive program 11 of services and related activities in the field of rehabilitation

12 of individuals with spinal cord injuries.

13 GRANTS FOR SERVICES FOR END-STAGE RENAL DISEASE

SEC. 208. (a) For the purpose of providing services 15 under this section for the treatment of individuals suffering 16 from end-stage renal disease there is authorized to be appro17 priated $20,000,000 for the fiscal year ending June 30, 18 1973; $25,000,000 for the fiscal year ending June 30, 19 1974; and $30,000,000 for the fiscal year ending June 30, 20 1975. Funds appropriated under this subsection shall remain 21 available until expended.

(b) From sums available therefor for any fiscal year, 23 the Secretary shall make grants to States and public and

nonprofit organizations and agencies for paying all or

part of the cost of projects for providing special services (in

1 cluding transplantation and dialysis), artificial kidneys, and 2 supplies necessary for the rehabilitation of individuals suf3 fering from end-stage renal disease.

4 (c) Payments under this section may be made in ad5 vance or by way of reimbursement for services performed and 6 purchases made, as may be determined by the Secretary, and 7 shall be made on such conditions as the Secretary finds nec8 essary to carry out the purposes of this section.

REHABILITATION SERVICES FOR OLDER BLIND INDIVIDUALS

SEC. 209. (a) For the purpose of providing rehabilita11 tion services to older blind individuals, there is authorized to 12 be appropriated $10,000,000 for the fiscal year ending 13 June 30, 1973; $20,000,000 for the fiscal year ending 14 June 30, 1974; and $30,000,000 for the fiscal year ending 15 June 30, 1975. Of the amounts appropriated in each such 16 fiscal year under this subsection, at least 10 per centum in 17 each such year shall be available only for projects author18 ized under subsection (h) of this section.

(b) (1) For each fiscal year each State shall be en20 titled to an allotment of an amount bearing the same ratio

to the amount authorized to be appropriated by subsection (a) of this section for meeting the costs described in para

graph (2) of this subsection, as the product of (A) the population of the State, and (B) its allotment percentage

(as described in section 7 of this Act) bears to the sum of

1 the corresponding products for all the States. The allotment

2

to any State under the preceding sentence for any fiscal year

3 which is less than $50,000 shall be increased to that amount, 4 the total of the increases thereby required being derived by 5 proportionately reducing the allotments to each of the re6 maining States under the preceding sentence, but with such 7 adjustments as may be necessary to prevent the allotment 8 of any of such remaining States from being thereby reduced 9 to less than that amount.

(2) The Secretary shall pay to each State an amount

11 equal to the Federal share of the cost of rehabilitation services 12 furnished to older blind individuals under a plan of such State 13 approved under section 101, including the cost of any re14 habilitation services furnished by the designated State voca15 tional rehabilitation agency or agencies, except that the 16 total of such payments to such State for such fiscal year

17

may not exceed its allotment under paragraph (1) for such 18 year. The cost of rehabilitation services provided under 19 this section shall not include any amounts paid by another 20 public or private agency for the provision of rehabilitation

21 services.

(c) For the purpose of this section, the term "older 23 blind individuals" means individuals, age 55 and older, 24 whose severe visual impairment makes gainful employment

1 less readily attainable in the light of current employment

2 practices.

3 (d) No payment may be made from an allotment under 4 this section with respect to any cost with respect to which 5 any payment is made under any other provision in this Act. (e) The Secretary shall approve that portion of a State

7 plan which contains a program for rehabilitation services for 8 older blind individuals if in addition to the general require

9 ments of section 101, it

(1) contains the plan, policies, and methods to be followed in providing services under the State plan for

rehabilitation of older blind individuals and in the admin13 istration and supervision of such services, and, in case

rehabilitation services cannot be provided all older blind

individuals who apply for such services, set forth the order to be followed in selecting those to whom such services will be provided;

(2) contains provisions relating to the establishment and maintenance of personnel standards and the establishment and maintenance of minimum standards governing facilities and personnel utilized in the provision of rehabilitation services for older blind individuals consistent with the provisions of the State plan, and;

(3) provides for cooperation by the State agency with other public and private agencies concerned with

ther the effectiveness of rehabilitation services for older

blind individuals.

(f) If the Secretary determines that a State agency has 5 failed to comply substantially with the provisions of this sec6 tion, he shall discontinue payments under this section in the

same manner and on the same basis as he is required by sec8 tion 101 (c) (2) to discontinue payments under sections 9 110, 111, and 120 of this Act and judicial review of such 10 action shall be available in the same manner as is provided in 11 section 101 (d).

12 (g) The provisions of section 212 shall apply to assist13 ance provided under this section, unless the context of such

provisions indicates to the contrary.

(h) In order

(1) to demonstrate methods of (A) providing the

specialized intensive services, as well as other services,

needed to rehabilitate older blind individuals, and (B) 19 training the professional and allied personnel needed

to provide such services;

(2) to conduct research in the problems of, and

ways of meeting the problems of rehabilitating older blind individuals; and

(3) to aid in the conduct of related activities which

will expand or improve the services for, or help improve
