The purpose of this Act is to provide a statu- 3 tory basis for the Rehabilitation Services Administration, to 4 handicapped individuals and to provide such services for the benefit of such individuals; (2) evaluate the rehabilitation potential of handicapped individuals; (3) develop, implement, and expand comprehensive rehabilitation services to supplement vocational rehabilitation services for severely handicapped individuals so that they may, as appropriate, (A) prepare for and engage in gainful employment, or (B) improve their ability to live with greater independence and self-sufficiency; (4) assist in the construction and improvement of rehabilitation facilities; (5) develop new and innovative methods of applying the most advanced medical technology, scientific achievement, and psychological and social knowledge to solve rehabilitation problems and develop new and innovative methods of providing rehabilitation services to handicapped individuals through research, special proj ects, and demonstrations; (6) initiate and expand services to groups of handicapped individuals (including the homebound and institutionalized) who have been underserved in the past; 1 2 3 4 5 6 5 (7) direct the conduct of various studies and experiments to focus on long neglected problem areas; (8) promote and expand employment opportunities in the public and private sectors for handicapped individuals and to place such individuals in employment; (9) establish an independent system of client 7 advocacy; and 8 со (10) provide assistance for the purpose of increas 9 ing the number of rehabilitation personnel and increasing 10 11 12 their skills through training. REHABILITATION SERVICES ADMINISTRATION SEC. 3. (a) There shall be in the Department of Health, 13 Education, and Welfare a Rehabilitation Services Adminis14 tration which shall be administered by a Commissioner. The 15 Commissioner shall carry out and administer all programs 16 and direct the performance of all services for which authority is provided to the Secretary under titles I through III of this Act. 17 18 19 (b) There shall be within such Administration a Di20 vision of Research, Training, and Evaluation, which shall 21 be responsible for carrying out programs and projects under 22 23 24 title III of this Act. There shall be within such Division a Center for Technology Assessment and Application, which shall be responsible for developing and supporting, and 1 stimulating the development and utilization (including pro2 duction and distribution of new and existing devices) of in3 novative methods of applying advanced medical technology, 4 scientific achievement, and psychological and social knowl5 edge to solve rehabilitation problems, and for administra6 tion of the activities described in section 302 (b) (2). Such 7 Division shall be directed by an Assistant Commissioner, 8 appointed by the Secretary, who shall be a person of out9 standing medical or technological achievement and learn10 ing and shall carry out his responsibilities in consultation with the National Science Foundation and the National 12 Academy of Sciences, and shall be assigned at least ten full13 time positions, five of whom shall be professionals of qualifications similar to the Assistant Commissioner. 11 15 (c) The Secretary shall take whatever steps are neces16 sary to insure that funds appropriated pursuant to this Act, 17 as well as unexpended appropriations for carrying out the 18 Vocational Rehabilitation Act (29 U.S.C. 31-42), are ex19 pended only for the programs, personnel, and administration 20 of programs carried out under this Act. (d) In order to carry out the purposes of this Act (1) the number of positions authorized by section 5108 (a) of title 5, United States Code, and assigned to the Rehabilitation Services Administration, is increased 24 |
