It is respectfully recommended that the drawings published in the first report (House Doc. No. 32, Fifty-sixth Congress, first session and the photographs submitted, but not published with the second report (House Doc. No. 25, Fifty-sixth Congress, second session), be all reproduced with this report, as it will add greatly to its value to those who are interested in the details of the work. With the next annual report will be submitted a few selected drawings and photo graphs, which, taken with the reports and drawings and photographs already submitted, will give a complete and intelligible history of the entire building.

In closing, I wish to acknowledge the efficiency of my entire office force, both in the preparation of plans and in keeping with great accuracy the complicated accounts and records necessary in carrying on a work of the magnitude of the new building for the Government Printing Office, partly by hired labor and partly by separate contracts. These accounts and records show not only all disbursements, but the expendi ture of all materials and labor in such detail that accurate unit costs can readily be determined from them. Among the draftsmen, Mr. Ewald Schmitt, chief draftsman, and Mr. R. E. Bakenhus, principal assistant draftsman, are deserving of special mention. Among the clerical mer bers of the force, Mr. James C. Bourke, chief clerk; Mr. Walter T Austin, bookkeeper, and Mr. Samuel R. Moore, voucher clerk, shoul also be specially mentioned. I also wish, before closing, to expres my appreciation of the uniform courtesy experienced at the hand of Hon. Frank W. Palmer, Public Printer.

Very respectfully, your obedient servant,

Brig. Gen. G. L. GILLESPIE,

JOHN STEPHEN SEWELL,
Captain, Corps of Engineers.

Chief of Engineers, U. S. A.
