OBJECTIVES:

As funded under the American Recovery and Reinvestment Act of 2009
(ARRA), the objective of NELRP is to assist in the recruitment and retention of
professional registered nurses (RN) in approved critical shortage areas to
increase access to quality health care by offering loan repayment in return for
full-time service at an eligible health care facility with a critical shortage of

nurses.

TYPES OF ASSISTANCE:

Direct Payments for Specified Use

USES AND USE RESTRICTIONS:

The program offers RNs substantial economic assistance to repay their qualifying educational loans in exchange for full-time service at a health care facility with a critical shortage of nurses. NELRP participants enter into a contract agreeing to provide full-time service at an approved Critical Shortage Facility (CSF) for two years. In return, NELRP will pay 30 percent of the Participant's total qualifying loan balance each year (total of 60 percent). A participant may be eligible to amend his/her two-year NELRP contract to serve for a third (optional) year at a CSF. If a participant works full-time for a third year in a CSF, the NELRP will pay an additional 25 percent of the participant's original qualifying loan balance, bringing the total up to 85 percent of eligible loan balances. For specific service-obligated educational loan repayment. Loan repayments for 2 years of obligated service will be made no later than the end of the Federal fiscal year in which the individual completes such year of service.

OBJECTIVES:

American Recovery and Reinvestment Act of 2009 (Recovery Act) promotes diversity among health professions students and practitioners by providing scholarships for students from disadvantaged backgrounds. Eligible health professions and nursing schools apply for funds to make scholarships to students from disadvantaged backgrounds, who have financial need for scholarships and are enrolled, or accepted for enrollment, as full-time students at the schools.

Scholarships may only be expended for tuition expenses, other reasonable educational expenses, and reasonable living expenses incurred while in attendance for the year. The Secretary is required to make available at least 16 percent of the funds to schools that will provide scholarships only for nursing students. Schools are required to agree that, in providing scholarships under this program, preference shall be given to students from disadvantaged backgrounds for who the costs of attending the school would constitute a severe financial

hardship and disadvantaged students. The Secretary may not make a grant to a school unless the school is carrying out a program for recruiting and retaining students from disadvantaged backgrounds and have met the eligibility criteria of demonstrating the success of outcome measures.

OBJECTIVES:

The purpose of the Nurse Faculty Loan Program as supported through the American Recovery and Reinvestment Act (ARRA) is to increase the number of qualified nursing faculty and direct resources to address health professions workforce shortages. Schools of nursing that receive NFLP-ARRA funds must use funds to provide loans to students enrolled in eligible advanced degree nursing programs (masters or doctoral) with an education component(s) that will prepare the student to teach. Loan recipients must agree to complete the education program, and following graduation, may cancel up to 85% of the NFLP loan while serving as full-time nurse faculty at a school of nursing. TYPES OF ASSISTANCE:

USES AND USE RESTRICTIONS:

The school will establish an ARRA-NFLP fund to be used only for making NFLP loans to eligible students and for the costs associated with collection of these loans. Institutions may award a maximum loan amount of $30,000 per student for an academic year to support the cost of tuition, fees, books, laboratory expenses and other reasonable education expenses. Upon completion of the program, an amount up to 85 percent of the loan may be cancelled by the institution as follows: upon completion of the first, second, and third year of full-time faculty employment in a school of nursing, 20 percent of the principal and interest of the unpaid loan shall be cancelled for each year; upon completion of the fourth year of full-time employment as faculty in a school of nursing, 25 percent of the principal and interest of the unpaid loan shall be made be given for the fourth year.

NFLP-ARRA funds must be kept separate from regularly appropriated NFLP funds and should not be commingled for tracking and reporting purposes. No one student may receive both NFLP-ARRA funds and annual NFLP appropriated funds in the same budget/project period. Applicant Eligibility:

Eligible applicants include all accredited public, non-profit and private or for-profit schools of nursing that offer an advanced degree nursing education program (masters or doctoral) to prepare full-time and part-time advanced degree nursing students to serve as faculty at schools of nursing.

In addition, the school must be located in a State in the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the Virgin Islands, Guam, American Samoa or the Trust Territory of the Pacific.

Beneficiary Eligibility:

Eligible nursing students must: (1) be a citizen or national of the United States, or a lawful permanent resident of the United States, the Commonwealths of Puerto Rico, the Northern Mariana Islands, the Virgin Islands, Guam, American Samoa or the Trust Territory of the Pacific Islands. A student who remains in this country on a student or visitor's visa is not eligible; (2) be enrolled in an advanced degree program in nursing to become qualified nursing faculty; (3) not be in default on a Federal debt; and (4) maintain good academic standing. CRITERIA FOR SELECTING PROPOSALS:

Applications will be reviewed for completeness and accuracy, and to determine if applicant schools meet minimum program requirements. All eligible applicants are considered in a formula for determined awards. Eligible applicants must meet all applicable Federal guidelines and/or graduates must be eligible for national nursing organization certification, and/or programs must meet other national organizational guidelines, as appropriate, in the nursing field of study.

AUTHORIZATION:

American Recovery and Reinvestment Act of 2009 (Recovery Act), Public Law 111-5.

OBJECTIVES:

As funded under the American Recovery and Reinvestment Act of 2009 (ARRA), the Faculty Loan Repayment Program (FLRP) provides a financial incentive for degree-trained health professionals from disadvantaged backgrounds to pursue academic careers in allopathic medicine, nursing (RN only), osteopathic medicine, dentistry, pharmacy, podiatric medicine, optometry, veterinary medicine, public health, allied health or graduate programs in behavioral and mental health practice for a minimum of 2 years. TYPES OF ASSISTANCE:

Direct Payments for Specified Use USES AND USE RESTRICTIONS:

Direct Payments for Specified Use. Funds will be used to repay eligible health professions educational loans incurred by the applicant in return for serving a minimum of 2 years as a full-time or part-time faculty member at one of the following accredited health profession college or university: allopathic medicine, nursing, osteopathic medicine, dentistry, pharmacy, podiatric medicine, optometry, veterinary medicine, public health, or a school that offers a graduate program in behavioral or mental health, and certain allied health programs. The Faculty Loan Repayment Program will pay up to $20,000 a year in return for a two year service commitment obligation, based on the participants outstanding balance of eligible educational loans (the maximum amount is $40,000 for 2 years). Recipients of a FLRP award will receive a contract signed by Secretary of HHS or his/her designee.

Applicant Eligibility:

Individuals from disadvantaged backgrounds who: (1) are U.S. citizens or nationals; 2) have a degree in allopathic medicine, osteopathic medicine, dentistry, pharmacy, podiatric medicine, optometry, veterinary medicine, nursing, graduate public health, selected allied health or graduate behavioral and mental health or are enrolled in an approved graduate training program in one of the health professions listed above or are enrolled as full-time students in accredited institutions described above and in the final course of study or program leading to a degree from the institution; (3) have a minimum 2-year employment commitment from an eligible college or university for a full-time or part-time faculty position; (4) have an agreement with the eligible college or university for equivalent loan repayment; and (5) be currently repaying eligible undergraduate and/or graduate health professions educational loans.
