State programs are to be similar to 93.162, the National Health Service Corps Loan Repayment Program. Similar provisions include: (1) Applicants for State programs must have completed a course of study required to practice as one of the following health care professionals: allopathic or osteopathic physician, dentist, nurse midwife, nurse practitioner, physician assistant, clinical psychologist, clinical social worker, psychiatric nurse specialist, marriage and family therapist, licensed professional counselor or dental hygienist; and (2) participants must provide full-time clinical service for a minimum of two years in a public or non-profit entity located in a federally designated health professional shortage area. The Federal share of the support for State programs cannot exceed 50 percent of the contract costs. The State's 50 percent share must be spent for repayment of loans and the State must absorb program administrative costs.

Matching Requirements: Percent: 50.%. The Federal share of any program may not exceed 50 percent of the cost of loan repayment contracts made to eligible providers. The Federal share must be used to repay the government and commercial loans of health professionals for tuition, educational expenses and living expenses described in Section 338B(g)(1) of the Public Health Service Act. Other Federal funds cannot be used for the non-federal cost participation. No portion of the Federal share shall be used to pay for administrative or management costs of any State Loan Repayment Program. The non-federal share is to be issued for the repayment of loans. States must assume administrative costs.

Length and Time Phasing of Assistance:

A grant award is for 1 year. Applicants may propose a project period of up to 3 years. States are asked to commit the full amount of funding for their loan repayment awards to practitioners in the current fiscal year to avoid out-year commitments for additional Federal funds. OBJECTIVES:

As funded under the American Recovery and Reinvestment Act of 2009 (ARRA), grants are awarded for the following purposes: (1) Residency Training in Primary Care-- to plan, develop, and operate or participate (including provision of financial assistance to residents in such programs) in approved residency programs in family medicine, general internal medicine and/or general pediatrics; (2) Physician Faculty Development in Primary Care-to plan, develop, and operate (including provision of financial assistance to trainees in such programs) programs for the training of physicians who teach or plan to teach in family medicine (including geriatrics), general internal medicine and/or general pediatrics training programs; (3) Predoctoral Training in Primary Care-- to plan, develop, and operate or participate (including provision of financial assistance to students in such programs) in predoctoral programs in family medicine, general internal medicine and/or general pediatrics; (4) Academic Administrative Units in Primary Care-- to meet the costs of projects to establish, maintain or improve academic administrative units (which may be departments, divisions, or other units) to provide clinical instruction in family medicine, general internal medicine and/or general pediatrics; (5) Physician Assistant Training in Primary Care-- to meet the costs of projects to plan, develop, and operate or maintain programs for the training of physician assistants and for the training of individuals who will teach in programs to provide training of physician assistants; (6) Residency Training in General and Pediatric Dentistry -- to meet the costs of planning, developing, or operating programs and to provide financial assistance to residents in such programs as general dentistry or pediatric dentistry in dental schools, approved residency programs in the general or pediatric practice of dentistry, approved advanced education programs in the general or pediatric practice of dentistry, or approved residency programs in pediatric dentistry.

Formula Grants

USES AND USE RESTRICTIONS:

Grant funds may be used only to support students enrolled in grant-eligible graduate programs for severe shortage public health professions. Students pursuing joint degrees such as the MPH/MD, MPH/MSN, MPH/MSA, etc., are eligible for traineeship support for completion of their public health degree only. Funding may not be sought for courses or other expenses related to their non-public health degree curriculum. Funding may not be used to support residency requirements. Traineeship expenditures are limited to payment of stipends, tuition and fees in accordance with the institutions established rates, and a transportation allowance on an individual trainee basis when prior approval has been obtained from the Grants Management Officer. Grantees may not spend grant funds for sectarian instruction or for any religious purpose. Use of traineeship funds for indirect cost (overhead) of the trainee institution is not authorized.

Applicant Eligibility:

Schools and programs of Public Health and other public or nonprofit private educational entities, including faith-based and community-based organizations accredited by the Council on Education for Public Health, and other public or nonprofit private institutions accredited by a body recognized for this purpose by the Secretary of the Department of Education. Beneficiary Eligibility:

(1) Trainees must be United States Citizens or non-citizen nationals and foreign nationals who possess a visa permitting permanent residence in the United States. (2) Trainees must be pursuing a graduate degree in an accredited school of public health or other eligible institution. (3) For grants awarded on the basis of a formula, all trainees must meet the admission requirements specified in the approved grant application and those of the institution. Credentials/Documentation:

Applicants should review the individual HRSA Guidance documents issued under this CFDA program for any required proof or certifications which must be submitted prior to or simultaneous with submission of an application package. OMB Circular No. A-87 applies to this program.

Preapplication Coordination:

Preapplication coordination is not applicable. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.

Application Procedures:

OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. HRSA is requiring all applicants applying for funding opportunities to apply electronically through Grants.gov. Grantee Organizations must register with Grants.gov (if not already registered). All applicants must submit in this manner unless the applicant is granted a written exemption from this requirement in advance by the Director of HRSAS Division of Grants Policy. To submit an application electronically, use the http://www.Grants.gov apply site. When using Grants.gov you will be able to download a copy of the application package, complete it off-line, and then upload and submit the application via the Grants.gov site. Grantees must request an exemption in writing from DGPWaivers@hrsa.gov, and provide details as to why they are technologically unable to submit electronically through the Grants.gov portal. Make sure you specify the announcement number you are seeking relief for. As indicated, HRSA and its Grants Application Center (GAC) will only accept paper applications from applicants that received prior written approval. This is a formula-based award. The Associate Administrator has the authority to make final selections for awards. Award Procedure:
