OBJECTIVES:

To recruit and retrain highly qualified midcareer professionals (including highly
qualified paraprofessionals) and recent graduates of institutions of higher
education, as teachers in high-need schools, including recruiting teachers
through alternative routes to teacher certification; and to encourage the
development and expansion of alternative routes to certification under
state-approved programs that enable individuals to be eligible for teacher
certification within a reduced period of time, relying on the experience,
expertise, and academic qualifications of an individual or other factors in lieu of
traditional course work in the field of education.

TYPES OF ASSISTANCE:

PROJECT GRANTS

USES AND USE RESTRICTIONS:

To develop a program to recruit, select, screen, train and place individuals (mid-career individuals and qualified recent college graduates) to become licensed and successful teachers in high-need areas to help reduce the teacher shortage in local educational agencies. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 75.563. Applicant Eligibility:

State educational agencies; high-need local educational agencies; for profit and nonprofit organizations with proven records of effectively recruiting and retaining highly qualified teachers, in partnerships with high-need local educational agencies or State educational agencies; institutions of higher education, in partnerships with high-need local educational agencies or State educational agencies; regional consortia of State educational agencies; and consortia of high-need local educational agencies.

Beneficiary Eligibility:

Mid-career professionals from various fields who possess strong subject-matter skills to become teachers; recent college graduates with baccalaureate degrees in the academic subjects that the individuals will teach; LEA's with critical teacher shortages, particularly in the fields of mathematics, science, foreign languages, bilingual education, reading, and special education. Fiscal Year 2008: The Florida Department of Education has received grants under this program in 2002 and 2006, to recruit, train, and place mid-career professionals, including highly-qualifed paraprofessionals, and recent college graduates in teaching positions through partnerships with several high-need school districts. The 2002 cohort has placed 487 out of 679 participants, and the 2006 cohort has placed all of its 37 participants, as teachers at record in high-need schools in high-need districts. To provide competitive grants that support the integration of the arts into the elementary and secondary school curriculum, with particular focus on improving the academic achievement of low-income students.

Grants are awarded on a competitive basis to support the following types of activities: (1) research on arts education; (2) development and dissemination of model school-based arts education programs; (3) development of model State arts education assessments based on State academic achievement standards; (4) development of curriculum frameworks in the arts; (5) development of model professional development programs in the arts for teachers and administrators; (6) support collabrative activities with Federal agencies or institutions involved in arts education, arts educators, and organizations representing the arts; and (7) support of model programs to integrate arts education into the regular elementary and secondary school curriculum. 84.354 CREDIT ENHANCEMENT FOR CHARTER SCHOOL FACILITIES

OBJECTIVES:

To provide grants to eligible entities to leverage funds through credit enhancement initiatives in order to assist charter schools in using private-sector capital to acquire, construct, renovate, or lease academic facilities.

TYPES OF ASSISTANCE:

PROJECT GRANTS

USES AND USE RESTRICTIONS:

Grant recipients must deposit the funds received under this program (other than funds used for administrative costs) in a reserve account established and maintained by the entity for this purpose. Amounts deposited in such an account must be used by the entity to help charter schools access private-sector capital for acquiring, renovating, or constructing facilities. Reserve accounts must be used for one or more of the following purposes: (1)Guaranteeing, insuring, and reinsuring bonds, notes, evidences of debt, loans, and interests therein; (2)Guaranteeing and insuring leases of personal and real property; (3)Facilitating financing by identifying potential lending sources and encouraging private lending and other similar activities that directly promote lending to, or are conducted for the benefit of, charter schools; and (4)Facilitating the issuance of bonds by charter schools or by public entities for the benefit of charter schools. This may be accomplished by providing technical, administrative, and other appropriate assistance, including the recruitment of bond counsel, underwriters, and potential investors and the consolidation of multiple charter school projects within a single bond issue. Applicant Eligibility:

A public entity, such as a State or local government entity, a private nonprofit entity, or a consortium of such entities may apply.

To support projects that recognize and address the unique educational needs of Alaska Native students and to support supplemental education programs to benefit Alaska Natives.

Allowable activities include, but are not limited to: the development of curricula and education programs that address the educational needs of Alaska Native students; the development and operation of student enrichment programs in science and mathematics; professional development activities for educators; family literacy services; and dropout prevention programs. An eligible entity may use not more than 5 percent of the funds received under this program for the administrative costs of carrying out its responsibilities under this Subpart. Alaska Native organizations, education entities with experience in developing or operating Alaska Native programs or programs of instruction conducted in Alaska Native languages, cultural and community-based organizations with experience in developing or operating programs to benefit Alaska Natives, and consortia of organizations may apply. A State educational agency (SEA) or local educational agency (LEA) may apply as part of a consortium involving an Alaska Native organization. The consortia may include other eligible applicants.

OBJECTIVES:

To ensure that every student can read at grade level or above by the end of third grade. The Reading First program provides assistance to States and districts in establishing reading programs for students in kindergarten through third grade that are based on scientifically based reading research. Reading First also focuses on teacher development and ensuring that all teachers, including special education teachers, have the tools they need to effectively help their students learn to read.

USES AND USE RESTRICTIONS:

Each State educational agency (SEA) receiving a grant shall use the funds to establish reading programs that are based on scientifically based reading research. This program is subject to non-supplanting requirements and grantees must use a restricted indirect cost rate that is referenced under 34 CFR 76-564-76.569. Applicant Eligibility:

State Education Agencies from the 50 States, Puerto Rico, the District of Columbia, the DOI Bureau of Indian Education, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Beneficiary Eligibility:

Kindergarten through third-grade students, their teachers, and their parents are benefit from this program.

Preapplication Coordination:
