84.246 REHABILITATION SHORT-TERM TRAINING

AUTHORIZATION:

Rehabilitation Act of 1973, as amended, Executive Order Title III, Section 302. OBJECTIVES:

To support special seminars, institutes, workshops, and other short-term courses in technical matters relating to the delivery of vocational, medical, social, and psychological services.

TYPES OF ASSISTANCE:

PROJECT GRANTS

USES AND USE RESTRICTIONS:

Training grants are provided in fields directly related to the vocational rehabilitation and independent living of individuals with disabilities, such as rehabilitation disciplines and program areas supported under the Rehabilitation Training program. Conferences and meetings where training is not the primary focus may not be supported under this program.

Applicant Eligibility:

State vocational rehabilitation agencies (including territories), and other public or nonprofit agencies and organizations, including institutions of higher education may apply. Beneficiary Eligibility:

Individuals preparing for or employed in positions relating to the rehabilitation of individuals with disabilities will benefit. Projects under this program are designed to provide short-term training and technical instruction in areas of special significance to the delivery of vocational, medical, social, and psychological rehabilitation services.

Credentials/Documentation:

Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. Costs will also be determined in accordance with OMB Circular No. A-21 for educational institutions. OMB Circular No. A-87 applies to this program.

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Audits must be conducted on a continuing basis or at scheduled intervals, usually once a year, but at least once every 2 years.

84.250 REHABILITATION SERVICES_AMERICAN INDIANS WITH DISABILITIES

OBJECTIVES:

To provide vocational rehabilitation services to American Indians with disabilities that reside on Federal or State reservations in order to prepare them for suitable employment.

Projects provide financial assistance for the establishment and operation of tribal vocational rehabilitation service projects for American Indians with disabilities residing on reservations.

Beneficiary Eligibility:

American Indians with disabilities residing on or near a Federal or State reservation (including Native Alaskans) and meet the definition of an individual with a disability in Section 7 (8) (A) of the Rehabilitation Act. Credentials/Documentation:

Section 1121 of Title I requires that the Department reserve up to $5 million from Title I Grants to LEA funds each fiscal year for competitive grants to local educational agencies in the outlying ares (American Samoa, Guam, the commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands), and the Republic of Palau. Of this amount, the Secretary may reserve 5 percent to pay the administrative costs of the Pacific Resources for Education and Learning (PREL) regarding activities assisted under this program. PREL conducts the award competition and makes recommendations to the Secretary regarding the award of grants.

EXAMPLES OF FUNDED PROJECTS:

Fiscal Year 2008: The Institute has funded development of research-based publications on adult reading instruction: Applying Research in Reading Instruction for Adults: First Steps for Teachers and Teaching Adults to Read: A Summary of Scientifically Based Research Principles. It has contributed $10 million to a national research program to build understanding of how adults learn to read and how to teach reading to adults effectively. Through a national survey, the Institute is exploring the relationships between adult literacy policies and student outcomes to learn more about the contributions policy can make. It also has convened regional summits on health literacy and a national summit on strengthening instruction and improving performance management in community literacy initiatives. The Institute is working with nationally recognized experts and stakeholders to plan new initiatives to fill gaps in knowledge and services in the areas of adult English language acquisition, adult literacy, workforce basic skills development, and education and employment outcomes for youth with learning disabilities. 84.258 EVEN START_INDIAN TRIBES AND TRIBAL ORGANIZATIONS

OBJECTIVES:

To help break the cycle of poverty and illiteracy and improve the educational opportunities of low-income families through family literacy programs that integrate early childhood education, adult basic education, and parenting education.

TYPES OF ASSISTANCE:

USES AND USE RESTRICTIONS:

Funds are used for activities such as recruitment and screening of children and parents, design of programs, instruction for children and parents, staff training, support services, evaluation, and coordination with other programs. Indirect costs are not an allowable project cost unless a waiver is obtained from the Secretary of Education.

Applicant Eligibility:

Federally recognized Indian tribes and tribal organizations as defined in the Indian Self-Determination and Education Assistance Act, Section 4, may apply. Beneficiary Eligibility:

Parents eligible for participation under the Adult Education Act, and their

children from birth to seven years old will benefit. Families must be in need of Even Start Services, as indicated by a low income level and a low level of adult literacy or English language proficiency, or other need-related indicators.

Carl D. Perkins Career and Technical Education Act of 2006, Executive Order
Title I, Section 116b(h).

OBJECTIVES:

To make grants to organizations primarily serving and representing Native
Hawaiians for programs or portions of programs authorized by, and consistent
with, the Carl D. Perkins Career and Technical Education Act.

USES AND USE RESTRICTIONS:

To provide career and technical education opportunities for Native Hawaiians. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.563. Applicant Eligibility:

Any organization primarily serving and representing Native Hawaiians and recognized by the Governor of Hawaii may apply.
