Basic allowance of 50 percent is allowed to institutions meeting the following: (1) Proof of current need; (2) ability to operate and maintain; (3) suitability of facilities or adaptability for conversion; (4) requirement for utilization through period of restrictions; and (5) nondiscrimination because of race, color, sex, handicap, or national origin. Additional allowances are made for tax support, accreditation, hardship, not met needs, integrated research, public services, and training programs. Project funds may be used to provide supportive and instructional services, including tutoring and counseling services and assistance in obtaining student financial aid (including stipends, tuition, and room and board) to first-year college students, assist those students in obtaining financial aid for their remaining undergraduate years, and provide follow-up services, such as monitoring and reporting students first year and subsequent year academic progress, and referrals to counseling services, academic assistance or financial aid.

Institutions of higher education or private nonprofit agencies in cooperation with institutions of higher education may apply.

First-year college students that are engaged, or whose parents are engaged, in

To be eligible to participate in a CAMP project, the applicant must: (1) be enrolled or admitted for enrollment as a full-time student at a participating institution of higher education; (2) not be beyond the first academic year of a program of study at the institution of higher education, as determined under the standards of the institution; and (3) be determined by the grantee to need the academic and supporting services and financial assistance provided by the project in order to complete an academic program of study at the institution of higher education. Institutions eligible for discretionary grant funding must enter into an agreement with a business enterprise, trade organization or association engaged in international economic activity, or a consortium of the named entities. Eligible activities include but are not limited to: Improving the business and international education curriculum of institutions to serve the needs of the business community, including the development of new programs for mid-career or part-time students; Developing programs to inform the public of increasing international economic interdependence and the role of U.S. businesses within the international economic system; Internationalizing curricula at the junior and community college level and at undergraduate and graduate schools of business; Developing area studies and interdisciplinary international programs; Establishing export education programs; Conducting research and developing specialized teaching materials appropriate to business-oriented students; Establishing student and faculty fellowships and internships or other training or research opportunities; Creating opportunities for business and professional faculty to strengthen international skills; Developing research programs on issues of common interest to IHES and private sector organizations and associations engaged in or promoting international economic activity; Establishing internships overseas to enable foreign language students to develop their foreign language skills and knowledge of foreign cultures and societies; Establishing links overseas with IHES and organizations that contribute to the education objectives of this program; and Establishing summer institutes in international business, foreign areas, and other international studies designed to carry out the purposes of this program. 84.220 Centers for International Business Education

EXAMPLES OF FUNDED PROJECTS:

Fiscal Year 2008: Projects to improve the teaching of international business and support linkages between institutions of higher education and the business community engaged in international commerce. Howard Community College's International Business and Education Center developed a one-stop shopping International Trade Assistance Center (ITAC) which promotes economic development in Howard County and the State of Maryland with Title VI funding. ITAC provides services to businesses in all phases of exporting.

Furthermore, ITAC has partnered with several public entities, including Maryland's International Division, World Trade Center Institute and Howard County's Economic Development Authority and others. These partnerships enable ITAC to serve businesses and promote their capacity to sell its goods and services outside the United States. Moreover, the International Business and Educational Center (IBEC) has launched major initiatives to internationalize both credit and non-credit courses at Howard Community College. These initiatives include international faculty exchanges. The first-hand experience enables faculty to enrich both the curriculum and the student awareness of international business issues. Purdue University's School of Agriculture trained twenty undergraduate students in agribusiness, Russian language and area studies. The students studied Russian language, area studies, agriculture and business practices in both Indiana and Novgorod, Russia. Each student collected and compiled market research for Indiana businesses and were involved in several trade workshops in Indiana to increase the capacity of Indiana agribusiness to conduct trade activities in Russia. Grants are awarded to eligible entities to provide training for manual, tactile, oral and cued speech interpreters. This training may include classroom instruction, workshops, seminars, and field placement. Curriculum may include specialty areas such as interpreting in legal, medical, or rehabilitation settings or for deaf-blind, speech-impaired or developmentally disabled persons. Applicant Eligibility:

Public or private nonprofit agencies and organizations, including institutions of higher education are eligible for assistance.

Beneficiary Eligibility:

Individuals preparing for employment as interpreters for individuals who are

deaf and individuals who are deaf-blind who are presently serving as interpreters and wish to maintain or raise the level of their skills, and the persons who will receive the services of interpreters are beneficiaries of this program.

The number of trainees expected to be involved; demonstrated capacity or potential for providing interpreter training, the past record of existing training programs; and the geographical area expected to be served.

OBJECTIVES:

(1) To provide assistance in informing and advising clients and client applicants of available benefits under the Rehabilitation Act; (2) to assist and advocate for clients and client applicants in their relationships with projects, programs and services provided under this Act, including assistance and advocacy in pursuing legal, administrative and other appropriate remedies; (3) to provide information on available services under the Act and Title I of the Americans with Disabilities Act to any individual with disabilities in the State. USES AND USE RESTRICTIONS:

Grant funds may be used for services to help clients and applicants understand the rehabilitation services available under the Rehabilitation Act, and to provide information to individuals with disabilities in the State. No class action suits are allowed.

Applicant Eligibility:

States and Territories (through the Governor) are eligible for awards. The Governor shall designate a public or private agency to conduct the State's program.

Beneficiary Eligibility:

Clients and client applicants receiving services or interested in seeking assistance under the Rehabilitation Act of 1973, as amended, will benefit. Credentials/Documentation:

No Credentials or documentation are required. OMB Circular No. A-87 applies to this program.

Preapplication Coordination:

Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed
