AUTHORIZATION:

Energy Policy Act of 2005, Public Law 109-58, 119 Stat. 801, 42 U.S.C 2051(b).

OBJECTIVES:

This Scholarship and Fellowship program provides funding for undergraduate scholarships, graduate fellowships, trade school and community college scholarships, and faculty development grants. The program allows students to pursue an education in science, engineering, or another field of study that the Commission determines is in a critical skill area related to its regulatory mission. Scholarship and fellowship recipients need to be enrolled in a trade school or postsecondary educational institution; programs accredited by an accrediting agency or state approval agency; registered apprenticeship programs; a professional degree or graduate program offered by an accredited institution of higher education in the United States.

The activity supported by this funding is intended to benefit the nuclear sector broadly. Consequently, NRC requires scholarship and fellowship students to serve 6 months in nuclear-related employment for each full or partial year of academic support. The employment may be with NRC, other Federal agencies, State agencies, Department of Energy laboratories, nuclear-related industry, or academia in the students sponsored fields of study. Recipients of scholarships and fellowships must commit to the service obligation agreement.

The program also supports faculty development in the nuclear-related fields of Nuclear Engineering, Health Physics, Radiochemistry and related disciplines as determined by the NRC. The program specifically target probationary, tenure-track faculty in these academic areas during the first 6 years of their

career.

USES AND USE RESTRICTIONS:

This program provides funding to accredited post-secondary schools and institutions of higher education to provide scholarships, fellowships, and stipends to develop a cadre of professionals, and a workforce capable of supporting the design, construction, operation, and regulation of nuclear facilities and the safe handling of nuclear materials. Faculty development grants provide support for developing applications for research, small amounts for initiating or continuing research projects in their areas of expertise, and expenses associated with an institutions faculty development plan.

Funds are managed by the awardee institution. Primary responsibility for general supervision of all grant activities rests with the grantee institution.

Funds many not be used for purposes other than those specified in the award. Fellowships, scholarship and stipends are paid to the students and fellows directly through his/her institution. Scholarship and fellowship recipients are required to comply with a service obigation agreement for a period equal to the level of support received.

Applicants must be four year U.S. public and private institutions of higher education.

Beneficiary Eligibility:

Applications using the SF-424 forms stipulated in the Funding Opportunity Announcement must be submitted through Grants.gov, signed electronically by an official authorized to commit the institution in business and financial affairs, and who can commit the organization on the SF-424B to certain proposal certifications. Costs will be determined in accordance with 2 CFR 220 (OMB Circular No. A-21) for colleges and universities. Recipients for scholarship and fellowship support must show evidence of ability such as academic records, and grade point average. OMB Circular No. A-87 applies to this program. The Office of Nuclear Regulatory Research (RES) furthers the regulatory mission of the NRC by providing technical advice, technical tools and information for identifying and resolving safety issues, making regulatory decisions, and promulgating regulations and guidance. RES conducts independent experiments and analyses, develops technical bases for supporting realistic safety decisions by the agency, and prepares the agency for the future by evaluating safety issues involving current and new designs and technologies. RES develops its program with consideration of Commission direction and input from the program offices and other stakeholders.

CRITERIA FOR SELECTING PROPOSALS:

Selection of Research support through financial assistance methods may be made to support basic, advanced, and developmental scientific research where the purpose is to conduct or further that research at nonprofit institutions of higher education, nonprofit organizations, State and local governments, and professional organizations.

Factors generally indicating support through financial assistance methods: - the primary purpose of the proposal is to aid or support the development of knowledge or understanding of the subject or phenomena under study;

- the exact course of the work and its outcome are not defined precisely and specific points in time for achievement of significant results may not be specified;

- the nature of the proposed work is such that the recipient will bear prime responsibility for the conduct of the research and will exercise judgment and original thought toward attaining the scientific goals within broad parameters of the research areas proposed and the related resources provided;

- the research problem requires long-term support (that is, in excess of 1 year) for the study to mature to maximum scientific effectiveness (this does not preclude shorter term assistance);

meaningful technical reports (as distinguished from semiannual status reports) can be prepared only as new findings are made rather than on a predetermined time schedule; and

simplicity and economy in execution and administration are mutually desirable.

Nonexclusive, revocable licenses are granted by Department of Energy (DOE) to responsible applicants with plans for development and/or marketing on approximately 1,500 DOE owned United State patents. Exclusive and partially exclusive licenses may also be granted. Similar licenses on approximately 200 DOE owned foreign patents may be accorded to United State citizens and corporations, and to others under terms and conditions which depend upon particular facts. Licenses for use or sale in the United States may normally be granted only to licensees that agree to substantial manufacture in the United States. Copies of U.S. patents may be obtained from the United States Patent and Trademark Office, Department of Commerce, Washington, DC 20231, for a modest fee.

Applicant Eligibility:

Individuals, firms, or corporations with satisfactory plans and intentions to commercialize the invention may apply.

Individuals, firms, and corporations will benefit.

OBJECTIVES:

To assist United States institutions of higher education in equipping their science and engineering laboratories for energy-related research and/or instructional purposes.

USES AND USE RESTRICTIONS:

Used energy-related laboratory equipment is granted to nonprofit educational institutions of higher learning for use in energy-oriented research or instructional programs in the life, physical, and environmental sciences and engineering. The donated equipment must remain in the United States. The donated equipment must not be sold or placed on eBay for sale. Applicant Eligibility:

Nonprofit educational institutions of higher learning, such as universities, colleges, junior colleges, middle schools, high schools, hospitals, and technical institutes or museums located in the United States and interested in establishing or upgrading energy oriented educational and research programs in the life, physical, and environmental sciences and engineering may apply. Sufficient training on proper use of the scientific equipment may be provided to 'high-need' middle schools and high schools dependent upon the level of need as determined by the guidelines set forth by the U.S. Department of Education. All ERLE program applicants are required to provide a statement that validates their capabilities to use the requested scientific equipment. The program reserves the right to deny an applicants' request if it appears that the applicants' ability to successfully use the equipment is lacking.

Beneficiary Eligibility:

Nonprofit institutions of higher education benefit. Middle schools and high schools are limited to certain approved equipment.

Credentials/Documentation:

Institutions complete the on-line application. This application includes: (1) Identification of institution and school and/or department where equipment would be used; (2) the objectives to be met through use of the equipment; (3) a detailed listing of the equipment requested; (4) a brief description of energy-oriented course offerings and numbers of graduate and undergraduate students enrolled; (5) data on qualifications of faculty members to make effective use of the equipment; (6) reference to any prior grant for equipment (financial or otherwise) to the same or to a related department; (7) the name and title of the person preparing the application. This program is excluded from coverage under OMB Circular No. A-87.

Representatives of eligible institutions should contact Department of Energy
(DOE) Used Energy-Related Laboratory Equipment (ERLE) web site located at
http://erle.osti.gov/erle. Environmental impact information is not required for
this program. This program is excluded from coverage under E.O. 12372.
Application Procedures:

This program is excluded from coverage under OMB Circular No. A-102.
OMB Circular No. A-110 applies to this program. The guideline and

application are on the website. The application will be automatically submitted

to the appropriate DOE field office via electronic mail.

Award Procedure:

Award is on basis of first-received, first- qualified proposal.

From 15 to 30 days. From 30 days.

Appeals:

From 1 to 15 days. A written appeal must be submitted within 15 days after a freeze is placed on an item.
