ESOLVED by the Senate and House of Reprefentatives of the United States of America, in Congress affembled, two-thirds of both Houfes concurring, That the following ar ticle be proposed to the legislatures of the feveral ftates, as an amendment to the conftitution of the United States; which when ratified by three fourths of the faid legislatures, fhall be valid as part of the faid constitution, viz :

The judicial power of the United States. fhall not be conftrued to extend to any fuit in law or equity, commenced or profecuted against one of the United States by citizens of another state, or by citizens or subjects of any foreign ftate.

An Act to authorize the Prefident to call out and
Station a Corps of Militia, in the four Western
Counties of Pennsylvania, for a limited Time.

United States, be called forth and ftationed in the four western counties of Pennsylvania, if, in the judgment of the Prefident, the fame fhall be deemed neceffary to fupprefs unlawful combinations, and to cause the laws to be duly executed: Provided, that the term of fervice of any one quota of the militia, to be called into actual fervice, pursuant to this act, fhall not exceed three months after they shall have arrived at the place of rendezvous.

Sec. 2. And be it further enacted, That the Prefident of the United States be, and he is
