2. Menomonee Harbor, Michigan and Wisconsin.-During the year the north pier was commenced and extended 719 feet, and the south pier extended 197 feet. During the present season 350 feet will be added to the north pier and 480 feet to the south pier, exhausting the available funds. It is proposed to extend the piers out to a depth of 16 feet, and to excavate a channel between them so as to admit vessels of all classes.

3. Green Bay Harbor, Wisconsin.-No work was done at this harbor during the last fiscal year. An appropriation of $20,000 was made at the last session of Congress and is now being applied to deepening and straightening the channel from the mouth of the Fox River to the "cut" through Grassy Island. The funds will be expended this present season.

4. Harbor of refuge at the entrance of the Sturgeon Bay Canal.—The appropriation of $40,000 made at the last session of Congress is being expended in the construction of two piers in accordance with the general plan indicated in the annual report from this office for 1872, page 171. It is expected that not less than 600 feet of each pier will be completed the present season, exhausting the appropriation.

It is estimated that the additional sum of $120,000 is required to complete these piers and excavate the channel between them.

5. Ahnepee Harbor, Wisconsin.-During the year the north pier has been extended 276 feet, and will be further extended 160 feet by the close of the season of 1873, so that there will be completed by that time 352 feet of north pier and 576 feet of south pier. A powerful dredge and two scows have been constructed for this harbor and for Two Rivers Harbor. To make this harbor available requires the extension of the pier and the excavation of a channel from the lake to the river.

10. Milwaukee Harbor, Wisconsin.-During the season of 1872, the superstructure was completed over the piers and essential repairs were made to the old work.

The appropriation made at the last session of Congress is now being applied to dredging the channel to a depth of 16 feet. This work will be completed the present season. No estimate is submitted for this harbor.

In the course of a few years it will be necessary to replace the old superstructure, when an estimate for a masonry superstructure will be submitted.

11. Racine Harbor, Wisconsin.-The superstructure over the south pier was completed in 1872. During this season the north pier will be extended 100 feet, and about 18,000 cubic yards of material excavated in the channel.

It is proposed to extend the north pier 50 feet farther and to continue the dredging in the channel, which will put this harbor in excellent condition.

12. Kenosha Harbor, Wisconsin.-During the year the north pier was extended by sinking one crib 50 feet long by 30 feet wide, and the old piers were repaired.

No appropriation was made at the last session of Congress.

To make this harbor available for all classes of vessels will require the extension of the piers 100 feet further and dredging in the channel to a depth of 16 feet.

13. Chicago Harbor, Illinois.-During the year the breakwater was extended 800 feet, (the cribs in this length reaching only to the watersurface,) and the superstructure was completed over the rest of the work. At the close of the fiscal year the breakwater was 3,050 feet long, including the return at north end of 300 feet. The superstructure over the last 800 feet has not been laid. It is expected that 1,100 feet

will be added to the breakwater the present fiscal year, leaving 150 feet of crib-work and 2,050 feet of superstructure to complete the breakwater according to the original plan.

It is proposed during the fiscal year ending June 30, 1875, to finish the breakwater and to extend the north pier 400 feet.

The construction of the south pier will be deferred until it is determined whether wharves are to be built on the west side of the new harbor.

14. Calumet Harbor, Illinois.-During the year the north pier was extended 464 feet, and the south pier 228 feet. Five hundred and seventy feet of plank revetment were built on the north side of the cut, and 49,720 cubic yards of material were excavated from the channel-way. On the 1st of July, 1873, there was a channel 11 feet in depth and 75 feet in width.

During this season the north pier will be extended 350 feet, and the south pier 300 feet. A dredge is employed in widening and deepening the channel.

In view of the rapid growth of the city of Chicago, this harbor will soon be of great utility.

15. Michigan City Harbor, Indiana.--Work on the outer harbor was commenced in the fall of 1872, and is now making good progress.

It is expected that by the close of the present season the east pier will be nearly completed, and the west pier extended to the full length proposed. The channel between the piers has been dredged. Periodical dredging will be necessary until the completion of the breakwater. Amount available July 1, 1872..

16. New Buffalo Harbor, Michigan.-Nothing was done at this harbor during the year. No appropriation having been made at the last session of Congress, the expenditure of the available funds would be of no immediate benefit, and operations have been suspended.

In view of the close proximity of other harbors and the absence of local commerce no estimate is submitted for this harbor.

17. Improvement of the Fox and Wisconsin Rivers.-The improvement

of the navigation of the Wisconsin River, in accordance with the plan explained in former reports, is being carried out successfully. The results are given in detail in the accompanying reports.

The transfer of canals, locks, dams, &c., in the Fox River to the Government by the Green Bay and Mississippi Canal Company was effected in September, 1872, in pursuance of the act of Congress approved June 10, 1872. By the act of Congress dated March 3, 1873, the sum of $300,000 was appropriated for the improvement of these rivers, $100,000 being allotted to the Wisconsin and $200,000 to the Fox River.

The operations on the Fox for the present season will consist in putting the existing work in repair; deepening the canals and riverchannels, and replacing worn-out and unsuitable work, for the details respecting which reference is made to the accompanying report.

In general the plan adopted for this improvement is: First, the repair and replacing of the existing works on the Fox River; secondly, the construction of additional locks and dams to complete the system of slack-water navigation on the Upper Fox; thirdly, the deepening and widening of the channels in the various levels; fourthly, the completion of the improvement of the Wisconsin River by contracting and fixing the low-water channel; and, finally, the replacing of all the existing locks and dams by permanent work.

The total estimated cost of this work is about $2,600,000, or not to exceed $3,000,000.

In order to carry on this work advantageously, a large outlay is required for proper machinery, dredges, boats, &c.

EXAMINATIONS AND SURVEYS FOR IMPROVEMENT.

In compliance with the provisions of the act of June 10, 1872, surveys have been made, under the direction of Major Houston, and reports submitted upon the improvement of the following localities: 1. At Waukegan Harbor, Illinois. (See Appendix B 19.)

2. At mouth of Pensaukie River, Michigan. (See Appendix B 20.) 3. At mouth of Grand Calumet River, Indiana. (See Appendix B 21.) And also at the following points in compliance with the act of March 3, 1873:

1. At Manestique Harbor, Lake Michigan. (See Appendix B 22.) 2. At the mouth of Kewaunee River, Wisconsin. (See Appendix B 23.)

HARBORS ON THE EASTERN SHORE OF LAKE MICHIGAN.

1. Frankfort Harbor, Michigan.-During the past year a south-pier extension of 65 feet (one crib) was built by contract, under the appropriation of $10,000, made June 10, 1872.

During the present season the south pier will be further extended 150 feet by contract under the appropriation made March 3, 1873.
