General guidelines for NBS staff members concerned with negotiation, acceptance, and management of other agency sponsored work. These guidelines do not obtain in cases of certain established routine services, e.g., the Computer Services Division's acceptance of work for processing on the Bureau's central computer.

least one of the criteria in Policy Bulletin No. 14.

The following checklist contains questions which must be considered

in deciding whether the technical staff recommends Bureau acceptance
of the other agency work.

Can NBS fulfill a critical need of the other agency?

Will the work supplement and foster NBS STRS programs and missions?

Is the other agency willing to carry its share of funding,
including supporting research when needed directly?

- Will there be joint planning by the other agency and NBS to
develop relevant tasks of predictable duration and, in

some cases, sustained programs with well-balanced exploratory
and applied research along with services?

Will public releases be made jointly by the other agency and
NBS?

Are the tasks of a "job shop" or routine testing nature or do
they involve over-investment of accompanying STRS funds and
equipment? Such tasks should be taken only in cases of emergency
and where NBS has unique capabilities, responsibilities, and
obligations.

Does NBS have adequate staff, relevant experience, and equipment
to at least nucleate programs? Are there other reasons to expect
effective working relations with other organizations such as
standardizing bodies, evaluation panels, or interest groups which
may become involved in the program direction and implementation?
