(a) The Plant Protection and Quar-
antine Treatment Manual, which was
reprinted May 1985, and includes all
revisions issued through July 1988,
has been approved for incorporation
by reference in 7 CFR Chapter III by
the Director of the Office of the Fed-
eral Register in accordance with 5
U.S.C. 552(a) and 1 CFR Part 51.

(b) The treatments specified in this

manual and its revisions are required

to authorize the movement of certain

articles regulated by domestic quaran-

tines (7 CFR Parts 301 and 318) and

foreign quarantines (7 CFR Part 319).
