D.F.D., Inc., suggested that I attend a meeting at Watergate on February 25, 1967 for the purpose of discussing some of these problems. At that conference, the D.F.D. representative gave assurance that D.F.D. would undertake several specific steps to completely eliminate the bad conditions connected with heating, insulation, wind penetration and so forth. Subsequently, D.F.D. mailed a confirmation of these committments to me on February 28, 1967. Conditions as referred to in my opening para above have gone on plaguing us throughout the present winter. A specific, but typical example would be to relate our experience on a recent week-end, March 1, 2, and 3. With all installed heating elements left turned on fully both all day and nights, plus an auxiliary heater and with the electric range oven on and open, the temperature reading dropped and remained at 60-61 degrees at eye level, and to much lower degrees and chilling drafts at lesser heights in the rooms even without any of the exterior doors being opened or used for hours at a time. A review of the litany of the beatitudes of Watergate presentations indicates that construction, insulation and approved adequate heating were teamed to achieve and assure a relative level of comfortable living. These benefits were enunciated in both letters received from D.F.D. and in the substantially descriptive Watergate literature. i.e. "incorporating extra thick insulation . . .". i.e. ". . . comfort regardless of season is provided by a modern electric heating system. . . makes Watergate Beach House a truly all-year-around home". i.e. "your comfort, regardless of season, is assured by special extra-thick insulation and by a modern electrified heating system". etc., etc. I believe that you Mr. Fooks, can comprehend my apprehension and approaching bitterness when I say it is becoming bloody well disgusting and irritating. Can D.F.D. and its architects, and perhaps, with the Power Company, look into this dilemma for the purpose of ascertaining just where something went wrong? I would appreciate hearing from you, personally, as to what steps D.F.D. intends to take in the interest of affirmatively meeting and correcting the highly unsatisfactory situation which is the subject of this letter. With confidence thus restored, I would hope to see Watergate progress to be the kind of development that I am certain both you and D.F.D. envisioned and intended it to be, and which I and many others anticipate being a part of; its future image and all it should offer.
