The President's Commission on Military Compensation has completed its examination of military pay, benefits and retirement, and submits its findings and recommendations. A majority of the nine members of the Commission are in accord with all the findings and recommendations. You will find, however, that our report includes

differing views on certain issues.

The Commission recommends substantial revision of the present com-
pensation system. We believe the proposed compensation plan will
be more effective in meeting our military manpower needs, fairer
to a greater number of individuals in the service, and more cost-
effective than the current system. We urge prompt attention to
end the debilitating uncertainty about future compensation for men
and women pursuing military careers. The time has come, we think,
to end the piecemeal approach which has characterized the history
of military compensation and to carry out an integrated plan for
modernizing it.

Our sense of obligation to service members who have substantial investment in the existing retirement plan causes us to recommend that such members be permitted to continue under that plan.

We have the honor to present a modern, cost-effective compensation plan for your consideration.
