PROBATIONARY PERIOD EMPLOYEE PROBATION: Considered to be an extension of the examining process but one based on actual performance under careful supervision. The great majority (89%) of state and local government personnel systems follow the federal practice of requiring employees to serve a one-year probationary period. • One state and two cities, however, grant their employees tenure as soon as they are appointed. ⚫ Thirty-one jurisdictions report a probationary period less than one year-ranging from 90 working days to nine months. • Interestingly enough, 12 city jurisdictions require their uniformed police and firefighting personnel to serve a longer probationary time than their other public service employeesranging from an additional three months to a full year. PERSONNEL FUNCTIONS PERFORMED The survey asked whether the central personnel office or the civil service commission currently performed any of the personnel functions normally associated with a personnel management system. These answers provided the following results in order of frequency of performance among the 45 states, 110 counties, and 202 city systems. |
