PROTECTION AGENCY AUTHORIZATION: Public Health Service Act, as amended, Sections

301 and 311; Public Law 89-749; Radiation Control for Health

Safety Act of 1968; Public Law 90-602; 42 U.S.C. 241, 243, 264. OBJECTIVES: Grants for research in projects that will contribute to

determination of the extent and character of environmental radiation, mechanisms by which radiation produces damage in human beings, improvements in surveillance techniques; and

tracing of environmental pathways radionucleides. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: The grant funds are available for

the allowable direct cost expenditures incident to research performance plus allocable portions of allowable indirect costs of the institutions in accordance with the established policies of the Public Health Service. Full support (no matching required) is provided for research.

Grants cannot be awarded to a profitmaking organization. Full information on restrictions is contained in “Public Health Service Grants for Research Projects - Policy Statement,” available upon

institution, individual or agency involved in conducting research

germane to radiation protection.

Preapplication Coordination: None.
Application Procedure: Made in the form of an application (PHS

Form 398 Rev. 2-69) to the Environmental Protection Agency.

Each application kit includes instructions.
Award Procedure: Applications reviewed by Study Section and

National Advisory Council. Approved applications reviewed and
signed off by Director, Radiation Office Research and Training

Grants.
Deadlines: Applications are reviewed according to the following

schedule: Received by June 1, reviewed by November 1; received,
October 1, reviewed by March 1; received, February 1, reviewed

by June 1. Range of Approval/Disapproval Time: 5 to 7 months after deadline. Appeals: No appeals procedure as such. Resubmit application

according to above schedule. Renewals: Applications for renewal (PHS 398) must be submitted in

accordance with the deadline dates and instructions attached to the form. This application will be reviewed in the same manner as a new application and will compete for available funds with other applications.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: Not applicable.
Length and Time Phasing of Assistance: Approvals can be made for 7

years; however, usual time is 3 to 5 years. Grants funded on

12-month basis (yearly). POST ASSISTANCE REQUIREMENTS: Reports: Report of Expenditures (annual); Interim Progress Report

(annual); Terminal Progress Report (6 months after end of

project); Invention Report; Invention Statement (annual). Audits: EPA grants are subject to inspection and audit by

representatives of the Environmental Protection Agency. Records: The financial records, including all documents to support

entries on the accounting records and to substantiate charges to each grant, must be kept available to personnel authorized to examine Environmental Protection Agency grant accounts in an institution. All such records must be maintained for 5 years after the end of each budget period, and if questions still remain, such as those raised as a result of audit, related records should be

made to institutions in 32 states and 5 foreign countries. These covered scientific and technologic interests in furthering the basic goal of reducing or eliminating all unnecessary human exposure to ionizing and non-ionizing radiation. The principal efforts were directed toward understanding and mitigating mechanisms of radiation damage, developing methodology for radiation exposure reduction medical and dental practice, and in understanding

264. OBJECTIVES: To support and stimulate training of Radiation

Protection Specialists and Technicians which will provide the necessary manpower capabilities to fulfill staffing requirements for

protection of the public from environmental radiation. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: This is a national training and

manpower development program which provides grant assistance to educational institutions primarily for the formal graduate training of persons having basic degrees in physics, chemistry, biology, engineering or other related disciplines. Grant funds are used to strengthen and extend programs of basic instruction, to add to the faculty and its supporting staff, to secure equipment, and to encourage greater enrollment by providing fellowships including tuition, fees, and monthly allowances to qualified

students preparing for careers in radiological health. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Any public or non-profit university or other

educational institution offering core study programs in radiation protection, or planning to develop such programs is eligible to apply. The principles and practices of radiation protection of the public and of individuals must be emphasized in the curriculum.

Individuals to be trained apply directly to the grantee. Beneficiary Eligibility: A student must be a citizen of the United

States and must be accepted for enrollment as a degree candidate in the radiological health training curriculum of a university or

Average: $50,000. PROGRAM ACCOMPLISHMENTS: Currently, (fiscal year 1971) 38

institutions are receiving some support to conduct training of radiation protection specialists and technicians. A total of more than 2,500 students have received some training in graduate radiation courses supported by training grants. Of these students, 862 received advanced degrees as graduates majoring in radiation and received student support from these grants. Of these, 683 have received master's degrees and 179 have received Ph.D. degrees. In addition, these training grants provided the opportunity for more than 590 other students to receive full graduate training in radiation protection. Technician training programs at 8 institutions are now supported by Radiation Grants. These schools have graduated 456 students fully trained as radiation technicians. Also 1,043 students at these schools have received some training in

FEDERAL AGENCY: SOLID WASTE MANAGEMENT OFFICE,

ENVIRONMENTAL PROTECTION AGENCY AUTHORIZATION: Solid Waste Disposal Act of 1965, Title II of

Public Law 89-272, Section 204(a) and 208; as amended by the
Resource Recovery Act of 1970, Title I of Public Law 91-512,

Section 103(a) and 104(b); 42 U.S.C. 3251 et seq.
OBJECTIVES: To provide grants for demonstration projects to

determine the feasibility of new techniques of solid waste management and to serve as models for other communities to

adopt. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: Demonstrate new and improved

methods of collecting and disposing of solid waste and processing and recovering materials and energy from solid waste. Federal support up to two-thirds of the project (including essential construction costs). Demonstrate resource recovery systems for which the Federal share shall not be more than three-fourths of the project. Construct and demonstrate new and improved solid waste disposal facilities. Federal support shall not be more than one-half in the case of a project serving an area which includes only municipalities and not more than three-fourths in any other case. Allowable costs are determined by Environmental Protection Agency and Solid Waste Management Office policy, as contained in “Terms and Conditions for Demonstration Grants" available upon request. It cannot be awarded to a profit-making organization. Full restrictions are contained in the above

pamphlet. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: For Section 204: any state, interstate,

municipal and intermunicipal agency, or private nonprofit organization.

For Section 208: any state, interstate, municipal or intermunicipal agency. Beneficiary Eligibility: Same as applicant eligibility.

Credentials/Documentation: None unless requested. APPLICATION AND AWARD PROCESS: Preapplication Coordination: Applications which include the

construction of facilities must be coordinated in accordance with

Office of Management and Budget Circular No. A-95. Application Procedure: Each application kit includes an instruction

sheet for completing the application. Assistance is also available from the Solid Wastes Office personnel. The application should be

submitted to the headquarters office listed below. Award Procedure: Applications are reviewed by the Solid Waste

Management Office review panel with input by the Division Staff, Regional Representatives, other division of Solid Waste Management Office, and outside consultants as required. The Commissioner, Solid Waste Management Office, makes final decisions to award individual projects. Notification of grant awards are provided to the State Central Information Reception

Agency on Standard Form 240. Deadlines: Applications are reviewed according to the following

schedule: Received by August 1, reviewed by September; received by November 1, reviewed by December; received by February 1,

reviewed by March; received by April 1, reviewed by May. Range of Approval/Disapproval Time: 6 weeks. Appeals: No appeals procedure as such. Resubmit application

according to above schedule. Renewals: Applications for renewal must be submitted in compliance

with the instructions but can be submitted at any time. These

applications compete with new applications for funds. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Assistance cannot exceed

two-thirds of the cost for Section 204(a) grants, three-fourths of the cost for Section 208(b) grants, nor one-half of the cost for only one municipality or three-fourths for any other case for

Section 208(c) grants. Length and Time Phasing of Assistance: 1 to 3 years (renewable). POST ASSISTANCE REQUIREMENTS: Reports: “Report of Expenditure,” (end of project); “Invention

66.301 SOLID WASTE PLANNING GRANTS

FEDERAL AGENCY: SOLID WASTE MANAGEMENT OFFICE,

ENVIRONMENTAL PROTECTION AGENCY AUTHORIZATION: Solid Waste Disposal Act of 1965, Title II, Section

206, as amended by the Resource Recovery Act of 1970, Title I, Section 207; Public Law 89-272; Public Law 91-512; 42 U.S.C.

3253. OBJECTIVES: To assist State, interstate, municipal, and intermunicipal

agencies and organizations in development of plans and programs

leading to the solution of solid waste management problems. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: For making surveys of solid waste

disposal practices and problems within the jurisdictional areas of eligible agencies; developing and revising solid waste disposal plans as part of regional environmental protection systems for such areas, providing for recycling or recovery of materials from wastes whenever possible and including planning for the reuse of solid waste disposal areas and studies of the effect and relationship of solid waste disposal practices on areas adjacent to waste disposal sites; developing proposals for projects to be carried out pursuant to section 208 of the Resource Recovery Act of 1970; or planning programs for the removal and processing of abandoned motor vehicle hulks. Federal support up to 66-2/3 per centum of the cost for planning programs including only one municipality, and not to exceed 75 per centum of the cost in any other case. Full restrictions are contained in “Procedure for Applicants,” available

upon request. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: State, interstate, municipal, and intermunicipal

agencies and organizations composed of public officials which are eligible for assistance under 701 (g) of the Housing Act of 1954, as amended. A single agency must be designated or established as the

sole agency for the area involved. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: A certification of the sole agency

designation must be included as a part of the application for a

planning grant. APPLICATION AND AWARD PROCESS: Preapplication Coordination: Intent to file application or any

amendments involving a major change in a project must be coordinated in accordance with Office of Management and Budget Circular No. A-95. Applications for projects and activities that are planned on a multijurisdictional basis must be reviewed by State, metropolitan and regional clearinghouse(s) under Management and Budget Circular No. A-95, Part II. The Solid Waste Management Representative of the appropriate EPA regional office (listed in the appendix) is available to assist in preparation of the

application. Application Procedure: The application should be submitted to the

appropriate EPA regional office. The application consists of one form, “Application for Solid Waste Management Planning Grant

Programs," Form No. EPA (being established). Award Procedure: Applications are reviewed and evaluated by the

regional staff of EPA-SWMO with consultation provided by the Planning Section in SWMO headquarters. Regional Representative issues application approval notification. Award statement is signed by Regional Representation. Preparation and distribution of award statement and form No. 240 are performed by Planning Section,

SWMO. Deadlines: None. Range of Approval/Disapproval Time: 6 weeks. Appeals: No appeals procedure as such. Resubmit application. Renewals: Must be submitted 3 months prior to the end of the

currently approved period. Renewal gant applications are submitted according to procedures for a new grant and compete

with new and other renewal grant applications. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Assistance cannot exceed

66-2/3 percent of the cost for a single municipality, nor 75 percent of the cost for more than 1 municipality. Grantee's share must come from a non-Federal source. The non-Federal share of

cost may be provided in cash or in services. Length and Time Phasing of Assistance: Maximum 3-year project

periods. All obligations of grant funds must be incurred within the approved budget period, and liquidated within 1 year after the end of the budget period in which the obligation was established. Usually grantee agencies will receive payments on a cash demand system with the initial payments made upon request. If grantee agencies are under a letter-of-credit system or other cash control system, the payment for solid waste management planning

programs grants will be incorporated into the same system. POST ASSISTANCE REQUIREMENTS: Reports: Interim progress reports must accompany application for

continuation grants. Reports of Expenditures are required for each budget period of the total project period. Annual Invention Statement is required. Within 6 months after the end of the project period, a final report of activities under the grant must be submitted. An approved plan document may be the final progress

report. Audits: All project activities are subject to audit by representatives

of the Environmental Protection Agency. Records: The grantee must establish and maintain a separate account

for the grant supported activity, reflecting all receipts, obligations, and disbursements of grant and matching funds. Grantee must maintain and make available for audit purposes supporting fiscal records and documentation as evidence of grant and matching

fund expenditures. Records must be retained for 5 years. FINANCIAL INFORMATION:
