66.001 AIR POLLUTION CONTROL PROGRAM GRANTS

FEDERAL AGENCY: AIR POLLUTION CONTROL OFFICE,

ENVIRONMENTAL PROTECTION AGENCY AUTHORIZATION: Clean Air Act of 1963; Public Law 88-206 as

amended; Public Law 91-604; Section 105; 42 U.S.C. 1857c. OBJECTIVES: To assist state, local, regional, and interstate agencies in

planning, developing, establishing, improving, and maintaining

adequate programs for control of air pollution. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTION: Grant funds may be used for costs

specifically incurred in the conduct of a project in accordance with the purposes enumerated in the approved application. These include personnel costs, supplies, equipment, training of personnel, travel, and other necessary expenditures during the approved project period. Funds may not be used for construction of facilities, nor for expenses incurred other than during each

approved award period. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Any local, regional, state, or interstate agency

with legal responsibility for air pollution control is eligible for giant support provided such organization furnishes funds for the current year in excess of its expenditures for the previous year for

its air pollution program. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: The application must supply evidence

of legal authority for air pollution control; evidence of the availability of non-Federal matching funds; and a workable

program officially adopted for the agency. APPLICATION AND AWARD PROCESS: Preapplication Coordination: Applications for planning grants must

be provided in accordance with requirements of Office of Management and Budget Circular No. A-95. Prior to approval of any grants, the official state air pollution control agency must

coordinate local efforts. Application Procedure: Application is made to the appropriate EPA

Regional Office (listed in appendix) serving the area in which the applicant is located. Application is made on forms prescribed by

the Administrator. Award Procedure: The Regional Air Pollution Control Director

makes final decisions to approve or reject individual projects. Notification of grant awards are provided to the State Central

Information Reception Agency on Standard Form 240. Deadlines: Initial Applications - none. Continuations - 120 days prior

to end of current award period. Range of Approval/Disapproval Time: 40 to 120 days. Appeals: There are no appeals procedures as such. If application is

rejected, the reasons for refusal are stated, and applicant may

make necessary changes and reapply. Renewals: None. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: For planning, development,

establishment, and improvement grants: regional programs - 75 percent Federal. Others 66 2/3 percent Federal. For maintenance grants: regional programs - 60 percent Federal; others - 50 percent Federal. Not more than 10 percent of the grant funds available for control program grants shall be granted to applicants in any one

state. Length and Time Phasing of Assistance: Project is generally 3 years

in length. Grants are made on a budget period basis (usually 12 months). Funds must be encumbered within the approved budget period. The grant may be paid by letter of credit, monthly cash

demand, or quarterly payments. POST ASSISTANCE REQUIREMENTS: Reports: Progress report required to be submitted with continuation

application; annual expenditure report required 90 days after end

of budget period. Audits: Expenditures are subject to audit by EPA and Comptroller

General.

(Special Fellowships)

FEDERAL AGENCY: AIR POLLUTION CONTROL OFFICE,

Public Law 90-148. Public Law 91-604;42 U.S.C. 1857c. OBJECTIVES: To increase the number and competence of professional

personnel engaged in research and other activities related to the

prevention and abatement of air pollution. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: Awards made to individuals for

tuition/fees, stipends, dependency allowances, and travel. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Must be a citizen, a noncitizen national, or

have been lawfully admitted to the U.S. for permanent residence; bachelor's degree from recognized institution or equivalent experience, and must have been accepted for admission by an

appropriate educational institution. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: Applicant must submit evidence of past

academic achievements (official transcripts of grades and degrees awarded), scores from graduate record exams, and pertinent experience, as well as evidence of having made necessary prior acceptance arrangements at the institution of his choice and with a

sponsor who will guide his studies. APPLICATION AND AWARD PROCESS:

66.004 AIR POLLUTION RESEARCH GRANTS

AUTHORIZATION: Air Quality Act of 1967; Public Law 90-148;

OBJECTIVES: To promote and encourage research and development of

new concepts, methods, and equipment for the establishment of

air pollution standards and more effective air pollution control. TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: The grants may be used to pay

salaries of principal investigators, technical associates, technicians and ancillary personnel on a time and effort basis. Supplies, equipment, necessary domestic travel, cost of research animals, laboratory costs and maintenance of patients or subjects undergoing study in connection with research supported by the giant are chargeable. Alterations and renovations allowable to provide modifications necessary for the research project subject to prior approval and other limitations. Construction of buildings not allowable.

ELIGIBILITY REQUIREMENTS:
Applicant Eligibility: Nonprofit institutions such as universities and

colleges, hospitals, laboratories, state and local health departments
and other public or private nonprofit institutions. Research
project grants may also be awarded to individuals of unusually

high demonstrated scientific ability. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: The applicant must submit evidence

indicating education and training sufficient to insure scientific

capability to perform the research proposed.
APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.
Application Procedure: Completion by applicant of a standard PHS

form which is then submitted by a responsible administrative

official of his institution to the Headquarters Office listed below. Award Procedure: The application is reviewed for scientific merit by

public advisory groups and program relevance by intramural scientists. Applications recommended for approval are awarded at

the discretion of the Acting Commissioner, Air Pollution Control

Office. Deadlines: October 1, February 1, and June 1. Range of Approval/Disapproval Time: 9 months. Appeals: None. However, applicant may submit a new proposal

updated to reflect changes recommended by the reviewing bodies. Renewals: Must be submitted by September 1, January 1, and May 1

and must compete with new applications for funding. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: The grantee institution must

share in the total costs of the project. The amount is normally a

minimum of 5 percent. Length and Time Phasing of Assistance: Up to a 7-year project

period, but usually 2 to 5 years. Budget period is usually for 1 year at a time. Award is obligated as a lump sum, but actual payment may be made quarterly or by letter of credit, or

otherwise as appropriate. POST ASSISTANCE REQUIREMENTS: Reports: Interim progress reports must be submitted before the

succeeding year's funds are awarded; annual report of expenditures; annual invention certification; terminal progress

report. Audits: By regional auditors on a periodic basis. Records: Must be maintained for 3 years or until audit has been

$35,000. PROGRAM ACCOMPLISHMENTS: 87 new grants and 118

continuation grants were made in fiscal year 1970. Several research symposiums, both domestic and international, were conducted to provide information for support of criteria documents. Research grantees provided significant information which assisted in describing emission reduction procedures within the internal combustion engine as well as developing automated techniques for the analysis of selenium and fluorine, as well as to other air pollutants. An electrical aerosol analyzer and an integrating nephylometer were developed and are

objectives and methods of project investigators and budget

listed below. Award Procedure: Application is reviewed by staff of the Assistant

Commissioner, Program Development for program relevance. Technical evaluation is performed by an operating Division of APCO. The Director, Office of Grants Policy is delegated the authority to a ward Demonstration grants. This office is responsible for providing notification of grant approval to the

applicant. Deadlines: None. Range of Approval/Disapproval Time: 30 to 90 days. Appeals: There are no appeals procedures as such. If application is

monthly cash demand. POST ASSISTANCE REQUIREMENTS: Reports: Progress report is required if continuation is requested.

Final progress report due 90 days after completion of the project.

PESTICIDES OFFICE

66.100 PESTICIDES RESEARCH GRANTS

FEDERAL AGENCY: PESTICIDES OFFICE, ENVIRONMENTAL

PROTECTION AGENCY AUTHORIZATION: Public Health Service Act, section 301(d); 42

U.S.C. 241. OBJECTIVES: This extramural research support program provides

grants to assist public and other nonprofit institutions to establish, expand, and improve research activities related to pesticides and

their use. TYPES OF ASSISTANCE: Project Grants, USES AND USE RESTRICTIONS: Grants are available for the

following types of research: acute and chronic toxicity to humans from the use of any pesticide; advanced analytical methodology; interrelationship of pesticides in soil, water, and plants; alteration products of pesticides due to the action of sunlight, oxygen, moisture, soil organisms, or systemic metabolism; possible alternatives to pesticides such as insect-attacking viruses; rates and mechanisms of degradation of pesticides in soils as a basis for soil persistence data; and any other research which will contribute toward the establishment of pesticide tolerances and the evaluation of petitions. Funds may be used for expenses necessary to carry out the approved research, such as salaries of professionals and nonprofessional personnel, supplies, equipment, travel related

to the research and publication costs. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Colleges, universities, and other nonprofit

institutions may apply for support of costs directly related to the

research proposed. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: None except questions on application

form. In rare cases, documentation that the applicant actually is a

nonprofit organization is necessary. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.
Application Procedure: Completion of PHS Form 398 is a

prerequisite. General guidelines are contained in PHS publication
1301 as follows: "Public Health Service Grants for Research

Projects" (policy statement). Award Procedure: The application is screened by 2 review groups

and if it is deemed to have scientific merit and is relevant to program interests it is approved for funding, and will be ultimately

funded if sufficient funds are available. Deadlines: February 1; June 1; October 1. Range of Approval/Disapproval Time: 5 to 6 months. Appeals: Any application may be reworked and resubmitted,

however, the same deadlines are applicable as for new applications

(see above). Renewals: Renewals are available. Procedures are identical to new

applications. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Institutions must share costs

to an extent of at least 5 percent of award. Length and Time Phasing of Assistance: Indefinite, depending on

national advisory council approval or disapproval of renewal application,

years. POST ASSISTANCE REQUIREMENTS: Reports: If funded, applicant submits yearly progress reports and a

report at termination of project. Audits: Financial audits may be made at any time by representatives

of Environmental Protection Agency. Records: The financial records, including all documents to support

entries on the accounting records and to substantiate charges to each grant, must be kept readily available for examination. All such records must be maintained for 5 years after the end of each
