64.115 VETERANS INFORMATION AND ASSISTANCE

OBJECTIVES: To provide all necessary information and assistance to wi

potential claimants and other interested parties about veterans benefits and to provide a single point where this assistance can be

obtained. TYPES OF ASSISTANCE: Advisory Services and Counseling. USES AND USE RESTRICTIONS: Veterans Administration (VA)

Contact Personnel provide information and assistance on all benefits legislated by the Congress for veterans of service in the Armed Forces of this country. These include compensation, pension, loan guaranty, vocational rehabilitation and education, insurance, hospitalization, domiciliary care, outpatient medical

and dental treatment, automobiles and specially adapted houses 11

for disabled veterans, and burial benefits. They help the veteran or Like

dependent file claims, secure supporting evidence and, on request, represent the claimant to the VA adjudicative or medical authorities. Special attention and follow-up service is provided for the recently separated service disabled.

Service includes providing information and personal service on matters which affect veterans, but are under the jurisdiction of other Federal, State, county, or local agencies.

The Contact Program also provides information and assistance at the military hospitals, military separation points in the U.S. and at military transfer points in South Vietnam to insure the

returning serviceman is aware of his Federal and other veterans 11 benefits. | ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Generally, veterans, their dependents or

beneficiaries, their representatives or other interested parties. Beneficiary Eligibility: Eligibility for the benefits are controlled by

specific legislation, but the Contact service is available to all. Credentials/Documentation: None for “Contact” assistance,

although various proofs are needed for the benefits. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.
Application Procedure: Phone or visit the nearest VA regional office

or Veterans Assistance Center listed in the appendix. Award Procedure: Veterans and dependents are provided with

necessary applications for benefits and are assisted in the

preparation of the applications, which are then forwarded to the 1

appropriate units within the VA for development. Deadlines: None.

64.116 VOCATIONAL REHABILITATION FOR DISABLED VETERANS

(Vocational Rehabilitation)

FEDERAL AGENCY: DEPARTMENT OF VETERANS BENEFITS,

VETERANS ADMINISTRATION
AUTHORIZATION: 38 U.S.C. 1502.
OBJECTIVES: To train veterans for the purpose of restoring

employability, to the extent consistent with the degree of
disablement, lost by virtue of a handicap due to a

service-connected disability.
TYPES OF ASSISTANCE: Direct Payments with Unrestricted Use;

Direct Loans; Advisory Services and Counseling; Training.
USES AND USE RESTRICTIONS: The program provides for the entire

cost of tuition, books, fees, and training supplies. During training
and for 2 months following rehabilitation, a veteran will be paid a
subsistence allowance in addition to his disability compensation.
These monthly allowances range from $118 to $210 plus $6 for
each dependent in excess of 2 if the veteran is not receiving
additional compensation for such dependents. Non-interest-
bearing loans not to exceed $ 100 may be advanced to participants

in the program. Usually no training period can exceed 4 years. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Veterans of World War II and later service who,

as a result of a service-connected compensable disability, are determined to be in need of vocational rehabilitation to overcome

their handicap. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: The VA must determine that the

veteran needs vocational rehabilitation to overcome the handicap of his disability. The veteran must have incurred the disability in

honorable active service during World War II or later. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.
Application Procedure: An application (VA Form 21E-1900) may be

obtained from any VA office or regional office (see appendix) and

submitted to the regional office. Award Procedure: Awards are authorized at the regional office. Deadlines: Generally, vocational rehabilitation must be accomplished

within 9 years from the date of discharge from service. Since the normal maximum training time available is 4 years, it would be wise for a veteran to apply well in advance of the final 4 years of

his 9 year entitlement period. Range of Approval/Disapproval Time: 93 percent in 30 days or less. Appeals: Available through special board; 89.7 percent in 75 days or

less (reworking time). In the event of a denial, claimants are

advised of appeal rights and procedures at the time of notification. Renewals: Possibility of a 4-year extension where a veteran is

prevented from entering or completing his training for certain
specific reasons largely out of his control. Also, a 10-year
extension is possible if needed because of the seriousness of the

disability.

POST ASSISTANCE REQUIREMENTS:
Reports: Veteran's progress is followed ari supervised by VA

personnel during his complete training period. If the training
consists of on-the-job training, the employer must submit a
monthly statement showing the wages paid to the veteran. The
Administrator may reduce the subsistence allowance of such

veteran to an amount he considers equitable.

VETERANS ADMINISTRATION AUTHORIZATION: Public Law 91-506. OBJECTIVES: To assist certain totally disabled veterans in acquiring a

suitable housing unit, with special fixtures and facilities made

necessary by the nature of the veterans' disabilities. TYPES OF ASSISTANCE: Direct Loans. USES AND USE RESTRICTIONS: VA may make loans generally up to

$21,000 ($25,000 in Alaska) to eligible applicants for any of the following purposes: (a) purchase or construction of a dwelling to be owned and occupied by the veteran as his home; (b) construction on land owned by the veteran of a farm residence to be occupied as his home; (c) repair, alteration or improvement of a farm residence or other dwelling owned by the veteran and occupied as his home. Restrictions are that: (a) loans for construction of a home or purchase of homes completed less than 1 year must meet VA minimum construction standards; (b) the nature and condition of other housing must be suitable for the veteran's special dwelling needs; (c) the loan may not exceed the VA determined reasonable value of the property; (d) the veteran

must be unable to obtain financing from private lenders. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: Veterans with permanent, total and

compensable disabilities based on service after April 20, 1898, due to (a) loss or loss of use of both lower extremities to an extent precluding locomotion without braces, canes, crutches or wheelchairs, or (b) blindness in both eyes, having only light perception, plus loss or loss of use of one lower extremity, or (c) due to loss or loss of use of one lower extremity with residuals of organic disease or injury affecting balance or propulsion so as to preclude locomotion. It must be medically feasible for the veteran to reside in the proposed or existing housing unit, and in the

FEDERAL AGENCY: WATER RESOURCES COUNCIL AUTHORIZATION: Water Resources Planning Act; Public Law 89-80;

42 U.S.C. 1962 d-1. OBJECTIVES: Provides grants for increased participation by the states

in water and related land resources planning. TYPES OF ASSISTANCE: Formula Grants. USES AND USE RESTRICTIONS: State preparation of water and

related land resources plans, participation in Federal-State comprehensive water and related land resources planning, and training of personnel, where necessary, to develop additional

technical planning capability. ELIGIBILITY REQUIREMENTS: Applicant Eligibility: The 50 States, the District of Columbia, Puerto

Rico and the Virgin Islands. Applicant must be a state agency designated by law or the Governor to administer the water and

related land resources planning. Beneficiary Eligibility: Same as applicant eligibility.

Credentials/Documentation: Not applicable.
APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.
Application Procedure: Submit to Council in format prescribed in

Council's Rules and Regulations. Intent to file should be
coordinated with Office of Management and Budget Circular No.

A-95. Award Procedure: The Council makes final decision as to approval of

application and provides notification of the grant approval to the designated state agencies as well as the designated state Central

Information Reception Agencies (on SF 240). Deadlines: Applications are received up to 90 days after Council

publication of tentative allotments to States (usually February). Range of Approval/Disapproval Time: 30 to 90 days after receipt of

application. Appeals: No formal appeal procedures.

Renewals: Not applicable. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Formula: 15 percent is

allotted to the States on the basis of population of state to population of all states; 15 percent on the ratio of the state land area to all states; 40 percent on the basis of need as determined by the WRC; and 30 percent on the ratio of the reciprocal of its per capita income to the sum of the reciprocals of all the other States.

Up to 50 per centum of the cost of carrying out an approved state

program must be provided by the state. Length and Time Phasing of Assistance: 10 year authorization

beginning with fiscal year 1967. Time phasing is based on the approved state program with payments based on quarterly

requests from the states.
POST ASSISTANCE REQUIREMENTS:

transactions and will be retained for 3 years after the state

$70,000. PROGRAM ACCOMPLISHMENTS: Funds provided by these grants

stimulate planning programs; encourage increased state appropriations for water and related land resources planning; help in the training and development of state personnel and lead toward assumption by the states of a larger share of water resources development programs as well as planning activities. Based on fiscal year 1971 applications the states have increased the amount available for planning by $17,000,000 over the amount in the base year of 1965 and the number of personnel by
