MENT OF AGRICULTURE AUTHORIZATION: Soil Conservation Service Establishing Act, Public Law 74-46, approved April 27, 1935. OBJECTIVES: Make and coordinate snow surveys in the western states and Alaska and prepare forecasts of seasonal water supplies in affected streams for the purpose of relating available water supply to agricultural, industrial, and municipal plans and operations. TYPES OF ASSISTANCE: Dissemination of Technical Information. USES AND USE RESTRICTIONS: The information is used by the owners and operators of the 23,000,000 irrigated acres in the mountain states, the far west, and Alaska. The data are also used in the regulation of hundreds of small and large reservoirs for irrigation, flood control, power generation, recreation, industry and municipal supplies. The forecasts were based on monthly readings taken at 1,450 snow courses, 200 aerial markers, 196 soil moisture installations, and 278 precipitation gauges.

11.002 CENSUS DATA ACCESS AND USE LABORATORY

(DAUL)

OBJECTIVES: To improve the usefulness and availability of census data for urban planners, government officials, businessmen, and other data users.

TYPES OF ASSISTANCE: Advisory Services and Counseling; Dissemination of Technical Information.

USES AND USE RESTRICTIONS: The following programs and services are available: (1) assistance for locally sponsored conferences on the 1970 census-- dates must be mutually agreeable, and travel and per diem expense must be paid by the sponsor; (2) recognition of organizations as summary tape processing centers, which advise the Bureau of plans to purchase data on tapes and to serve data users, and distribution of a public listing of these organizations; (3) consultation on problems associated with using 1970 census data products, to the extent permitted by DAUL resources; (4) descriptive reports and brochures concerning the 1970 census, particularly those describing data on computer tape.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: DAUL materials, and consultation at the Bureau, are available to any requester. DAUL staff may participate as speakers and resource persons in conferences on the 1970 census, sponsored or co-sponsored by government-related organizations. Any legitimate organization, public or private, may apply for recognition as a summary tape processing center. The Bureau is in no sense “franchising" processing centers, and it does

not control their activities. Organizations should furnish information on their projected tape holdings and on the services they are prepared to offer data users, as well as on the persons to be responsible for operation of the center. 11.003 CENSUS GEOGRAPHY
(Census Mapping and Statistical Areas)

OBJECTIVES: To provide maps for use in conducting censuses and surveys and for showing their results geographically; define boundaries of statistical areas; develop geographic code schemes; provide maps and area reports for States and local areas. TYPES OF ASSISTANCE: Dissemination of Technical Information. USES AND USE RESTRICTIONS: The Bureau of the Census prepares base maps which are used in the planning and conduct of its various censuses and surveys. It also prepares maps of States, cities, counties, minor civil divisions or census county divisions within counties, urbanized areas of standard metropolitan statistical areas, census tracts, and congressional districts for inclusion in its published reports. Other maps, prepared by the Census Bureau for separate publication, include the following: a thematic U.S. map series; a series of county outline maps; the "Congressional District Atlas;" and metropolitan, county, and place maps for the 1970 census. The Census Bureau defines the boundaries of statistical areas and develops geographic code systems which are used in the electronic data processing of the information collected. New programs developed for the 1970 census include an automatic geographic coding system, the address coding guide (ACG), geographic base files (an ACG with Dual Independent Map Encoding (DIME) and X and Y coordinates added).

11.005 CENSUS SPECIAL TABULATIONS AND SERVICES

OBJECTIVES: To establish and maintain data files which can be

processed to provide special tabulations in a variety of output
forms to meet users' needs. Other materials available include maps,
summary tapes, punchcards, computer programs, guides to
statistical data, and special products resulting from the 1970
census. The Bureau also conducts special censuses and surveys on a
reimbursable basis.

TYPES OF ASSISTANCE: Dissemination of Technical Information. USES AND USE RESTRICTIONS: All special tabulations and services of the Bureau of the Census must meet the conditions outlined under "Policy Governing Special Services" in Part II of the Bureau of the Census Catalog.

Restrictions: To ensure confidentiality, information in data files and special tabulations is subject to the same legal safeguards as printed reports.
