49.011 SPECIAL IMPACT
(Title I-D)

FEDERAL AGENCY: OFFICE OF ECONOMIC OPPORTUNITY AUTHORIZATION: Economic Opportunity Act of 1964 as amended; Public Law 88-452; 42 U.S.C. 2701, et seq.; Public Law 89-794, Title I, Part D; 80 Stat. 1455-56. OBJECTIVES: To promote community based economic development as a means of making a measurable impact upon chronic unemployment and underemployment and to develop entrepreneurial skills in urban areas of high concentration of poverty and rural areas of high out migration.

TYPES OF ASSISTANCE: Project Grants. USES AND USE RESTRICTIONS: To fund experimental projects designed to test whether locally controlled community organizations in partnership with established businesses can produce effective programs of economic development in poverty areas. This would provide funds for a variety of investment ventures which will create jobs for poverty area residents and for the creation of opportunities for poverty area residents to participate in the ownership and management of community development corporations.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Nonprofit community corporation representatives of the area where development is to take place and is capable of fulfilling the objectives of the program.

Beneficiary Eligibility: Disadvantaged persons in the area selected for project implementation.

Credentials/Documentation: Bonding is required for principal

officers.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.

Application Procedure: Those interested in obtaining funding for a community development corporation should contact the Economic Development Division of OEO.

Award Procedure: Funds are awarded directly to the applicant. The Governor is notified of grants approved by OEO. Notification to the designated State Central Information Reception Agency is made by SF 240.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: The community organization must provide at least 10 percent of the total grant in non-Federal share, either in cash contributions or inkind.

49.012 VOLUNTEERS IN SERVICE TO AMERICA (VISTA)

FEDERAL AGENCY: OFFICE OF ECONOMIC OPPORTUNITY AUTHORIZATION: Economic Opportunity Act of 1964, as amended, Title VIII; Public Law 88-452; 42 U.S.C. 2996.

OBJECTIVES: To provide full time volunteers to urban and rural communities to assist the people of the communities in resolving problems of poverty.

TYPES OF ASSISTANCE: Provision of Specialized Services. USES AND USE RESTRICTIONS: Provides volunteers who are willing to live and work with the poor. The volunteers live on subsistence allowances in urban slums, in rural poverty areas, on Indian reservations and in migrant camps. Many volunteers contribute specific skills as lawyers, health technicians and architects. Volunteer activities focus on 6 program emphasis areas: Health, Education & Manpower, Economic Development, Social Services, Housing, and Community Planning.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Sponsors applying for VISTA Volunteers must be nonprofit; they may be public or private. The project in which they propose to use the volunteers must be poverty connected. Volunteers must be 18 years of age or older. Ordinarily husbands and wives will be considered together except in the case of special skills or wives of servicemen on active duty.

Beneficiary Eligibility: Persons who are assisted by VISTA Volunteer

activities must be part of the poverty community and VISTA projects must directly benefit the poor. There is usually not a direct beneficiary eligibility test since in most cases volunteers are working with community groups which are basically poor, but which may include some people not poor by economic definition. Credentials/Documentation: An agency applying as a sponsor must be a bona fide public or private agency concerned with the problems of poverty. Its acceptability may be established by its nonprofit tax status or by its official position as a public agency. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None. Application Procedure: Prospective sponsors apply through VISTA program officers in Office of Economic Opportunity regional offices listed in the appendix. Prospective volunteers apply through VISTA regional recruiting offices.

Deadlines: Deadlines are not rigidly fixed since design of projects is a matter of development depending on availability of volunteers and the pursuit of broad policy goals.

Range and Average of Financial Assistance: Not applicable. PROGRAM ACCOMPLISHMENTS: Since its inception in 1965, VISTA has sent over 20,000 Volunteers to serve in more than 1,000 communities across the country. More than one half of the Volunteers work on OEO-related projects such as community

action agencies and legal services programs, while another 12 percent work on Federal, state or local government-sponsored activities. The Volunteers, many of whom are skilled in law, business, architecture, or the medical professions, provide a valuable manpower resource to their sponsoring organizations. After their VISTA service, many Volunteers continue in the helping professions. OFFICE OF EMERGENCY PREPAREDNESS

50.001 CONTINUITY OF GOVERNMENT AND MANAGEMENT OF RESOURCES IN EMERGENCIES

FEDERAL AGENCY: OFFICE OF EMERGENCY PREPAREDNESS AUTHORIZATION: National Security Act, 61 Stat. 495; Executive Order 11051 dated September 27, 1962, 27 F.C. 9683. OBJECTIVES: Assure that adequate plans and procedures are developed for State and local governments in the event of a national emergency.

TYPES OF ASSISTANCE: Advisory Services and Counseling; Dissemination of Technical Information.

USES AND USE RESTRICTIONS: To provide advice and assistance in developing and maintaining plans and procedures for continuity of government and management of resources during a national emergency (including postnuclear attack). Assure continuity of services and functions of civil government by (1) establishing automatic lines of succession for appointed and elected officials (executive, legislative and judiciary); (2) preserving essential records needed to protect rights of individuals, and to conduct emergency operations; (3) establishing emergency locations for operations of State, county and city governments; and (4) planning to use all personnel, facilities and equipment of government for emergency action. Management of resources to be brought about by (1) arranging with the private sector in making essential resources available (manpower, food, fuel, power, production, construction, transportation, and communications); (2) controlling and preserving monetary and credit systems; (3) administering an emergency rationing system and measures for distribution of essential items to consumers; and (4) maintaining a viable basic economic system to contribute to survival and recovery.

50.002 DISASTER ASSISTANCE

FEDERAL AGENCY: OFFICE OF EMERGENCY PREPAREDNESS AUTHORIZATION: Public Law 91-606, "The Disaster Relief Act of 1970," 84 Stat. 1744; Executive Order 11575, 36 F.R. 37. OBJECTIVES: To provide assistance to States, local governments, and individuals in alleviating suffering and hardship resulting from major disasters.

TYPES OF ASSISTANCE: Project Grants; Use of Property, Facilities and Equipment; Provision of Specialized Services. USES AND USE RESTRICTIONS: Services are provided and grants and contributions are made available for predisaster assistance including suppression of forest or grass fires and for post-disaster assistance including repair or replacement of public facilities; removal of wreckage and debris; performance of essential protective work on public and private lands; emergency shelter and temporary housing for displaced individuals and families; assistance to unemployed individuals; grants to local governments suffering loss of property tax revenue; emergency transportation service; and emergency communications.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State and local governments in declared major disaster areas are eligible applicants, and individual disaster victims through appropriate public entities.

Beneficiary Eligibility: States, local governments, and individuals benefit.

Credentials/Documentation: Not applicable.

APPLICATION AND AWARD PROCESS: Preapplication Coordination: Governor makes a request for declaration of a major disaster by the President. Requests for assistance must be made by the Governor in accordance with Part 1710.4 of the Federal Disaster Assistance Regulations. Application Procedure: Upon declaration by the President that an area is a major disaster area, State and local applicants may apply for assistance through the State Coordinating Officer to the Federal Coordinating Officer appointed by OEP. Individual victims apply to the State or local government.

Award Procedure: The Presidentially designated Federal Coordinator (usually the OEP Regional Director) makes final decisions regarding grants and services. Grants are awarded to States (notification provided to State Central Information Reception Agency on SF 240) or to another Federal agency for reimbursement. States are responsible for distributing funds to local governments.

Deadlines: Applications must normally be submitted within 90 days of the major disaster declaration.

Range of Approval/Disapproval Time: 1 day to 6 weeks.
Appeals: Appeals for reconsideration are made through the State to
the appropriate regional office listed in the appendix.
Renewals: Extension of time for filing application may be granted by
OEP if properly justified.

Length and Time Phasing of Assistance: The length of the assistance period varies depending on the type of work or service. Reimbursement for public sector assistance is made as work is completed, inspected, and audited.

Reports: Progress status reports may be required. Final inspection reports will be made by Federal or State agencies.

Audits: Inspections and audits by the State and appropriate Federal agencies.

50.003 STATE DISASTER PLANS AND PROGRAMS

OBJECTIVES: To assist States to develop comprehensive plans and practicable programs for preparation against major disasters including relief and assistance for individuals, businesses, and local governments following such disasters.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: To improve disaster readiness and response capabilities.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: All States are eligible. Any State desiring assistance must designate or create an agency which is specially qualified to plan and administer a disaster relief program. Beneficiary Eligibility: Not applicable. Credentials/Documentation: Not applicable. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None.

Application Procedure: State submits a letter to the appropriate OEP Regional Office outlining its proposed plan and its intent to create or designate an agency specially qualified to plan and administer such a disaster relief program.

Award Procedure: The Director of OEP makes final decisions to approve State proposed plans. This office provides notification of grant approval to the State Central Information Reception Agency (on SF 240).

Deadlines: None.

Range of Approval/Disapproval Time: Not applicable.

Appeals: Not applicable.

Renewals: Not applicable.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: 50 percent of total costs not to exceed $250,000 to any one State, for the development of the

plan and/or program. A matching grant not to exceed $25,000 per annum is also authorized for the improvement, maintenance, and updating of State disaster assistance plans.

Length and Time Phasing of Assistance: Plans must be completed within 1 year following the date of application approval by the Regional Director, OEP. Maintenance grants may be furnished on an annual basis.

POST ASSISTANCE REQUIREMENTS:

Reports: Bi-monthly progress reports to regional directors until plan has been completed and accepted.

Audits: Federal audit will be made following completion of the plan. Records: Records and accounts are required in accordance with prescribed methods of accounting.
