13.303 ALLIED HEALTH PROFESSIONS TRAINEESHIP GRANTS FOR ADVANCED TRAINING

FEDERAL AGENCY: NATIONAL INSTITUTES OF HEALTH, DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE AUTHORIZATION: Public Health Service Act, Title VII, Part G, as amended; Public Law 78-410; Allied Health Professions Personnel Training Act of 1966, as amended; Public Law 89-751; Health Manpower Act of 1968, Public Law 90-490; Health Training Improvement Act of 1970; Public Law 91-519; 42 U.S.C. 295h-2.

OBJECTIVES: To provide financial assistance to students who have completed the basic professional preparation required for employment in one of the eligible disciplines and are pursuing advanced training to qualify them for positions as teachers, supervisors, administrators, or specialists.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Allied Health Advanced Traineeships Funds are limited to tuition, fees, stipends, dependency, and transportation allowances for trainees enrolled in programs of at least one academic year of duration.

Allied Health Advanced Training Institute Traineeships - Funds are limited to tuition, fees, stipends, dependency, and transportation allowances for trainees enrolled in programs ranging from 21⁄2 days to less than one academic year's duration.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Public or nonprofit private agencies, organizations, or institutions.

Beneficiary Eligibility: Allied Health Advanced Traineeships - A trainee must be a full-time student who has completed basic professional training in an allied health profession, and who plans to use the training in a career in his professional field, as a teacher, supervisor, administrator, or specialist, but not in research. Allied Health Advanced Training Institutes Traineeships - a trainee must be an allied health worker who has completed basic professional preparation for employment in one of the health disciplines.

Credentials/Documentation: None.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: Consultation and assistance on the preparation of an application is available from the administering agency.

Award Procedure: Applications are reviewed and grant awards are made by the Division of Allied Health Manpower, Bureau of Health Manpower Education, National Institutes of Health. Notice of Grant Awarded - NIH-1533.

Deadlines: Annually in the Spring. Specific date announced when applications are distributed.

Range of Approval/Disapproval Time: Approximately 4 months.

Appeals: Not applicable.

Renewals: Grantees reapply each year for continuation support. Application forms for requesting continuation support are mailed to grantees.

13.304 ALLIED HEALTH PROFESSIONS BASIC IMPROVEMENT GRANTS

OBJECTIVES: To increase the opportunities for training and to improve the educational programs that prepare students in medical technology, optometric technology, dental hygiene, and the other allied health professions designated by the Secretary as eligible for support.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Grant funds may be used for any purpose to improve the professional or technical component of those educational programs for which the grant is awarded.

Grant funds may not be expended for (1) construction (as defined in section 795(4) of the Public Health Service Act, as

amended): (2) research: (3) research training: (4) student assistance: (5) patient care: or (6) operation of hospitals.

ELIGIBILITY REQUIREMENTS:

Formula and Matching Requirements: The formula amount is equal to $5,000 multiplied by the number of curriculums for which support is awarded, plus $500 multiplied by the number of full-time students receiving training in the professional or technical component of such curriculums. No matching requirement.

Length and Time Phasing of Assistance: 1 year grant period. Funds remain available for the succeeding 12 months. Letter of credit system or Monthly Cash Demand System.

PROGRAM ACCOMPLISHMENTS: In fiscal year 1970, 302 junior colleges, colleges and universities received Basic Improvement Grants. These awards represent 717 allied health training programs in which full-time students were enrolled. In fiscal year 1971, an estimated 340 grants will be awarded, providing assistance to about 800 programs with a total enrollment of approximately 30,000 students.

OBJECTIVES: To plan, establish, develop, demonstrate or evaluate programs, methods or techniques for training of allied health personnel.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Grant funds must be used solely for

the purposes described in the approved application. Grant funds may not be used for (1) financial assistance to students, (2) patient care or other service operations of hospitals, (3) research (except for research regarding the educational process as it relates to the various allied health professions; e.g., to improve the quality of education and shorten the time for the formal education course, to develop new teaching techniques, and to develop methods of evaluating the educational program), (4) construction.

ELIGIBILITY REQUIREMENTS:

13.306 ANIMAL RESOURCES

FEDERAL AGENCY: NATIONAL INSTITUTES OF HEALTH,
DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE
AUTHORIZATION: Public Health Service Act of 1944 as amended,
Section 301(d); 42 U.S.C.241.

OBJECTIVES: To plan, implement, and establish a national effort to
provide animals of the kind and in quantities needed for all
branches of specialized medical research.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Projects funded may include: resource projects for improving the institution's animal resource program, including equipment, minor renovation, and salaries of personnel for time spent on the improvement programs; laboratories for diagnosis and control of naturally occurring diseases of experimental animals; development of special colonies with unique characteristics; studies to determine physiological, anatomical, and behavioral baselines and/or optimal husbandry practices for animals with research potential; research projects on the etiology, pathogenesis and control of laboratory animal disease; research projects to determine optimal environmental conditions for laboratory animals; projects for gathering the disseminating information and biological materials such as virus registries, pathology registries, etc.; and regional primate research

centers.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Public or nonprofit private institutions of higher education, hospitals, and other private, nonprofit institutions seeking to establish, continue, or enlarge programs consistent with the objectives of the Animal Resources program. Beneficiary Eligibility: Same as applicant eligibility. In addition, individual scientists should contact primate centers for information on collaborative and visiting scientist programs.

Award Procedure: Applications from eligible institutions are initially reviewed by study sections and committees, composed of authorities in various fields of medical research. Each application

is given a peer evaluation for merit and recommendations are forwarded to the National Advisory Research Resources Council for final determination.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Individual stipend, tuition cost; supply allowance to institution. Awards are not made for purpose of clinical training.

careers.

13.309 ARTHRITIS AND METABOLIC DISEASES - RESEARCH GRANTS

FEDERAL AGENCY: NATIONAL INSTITUTES OF HEALTH, DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE AUTHORIZATION: Public Health Service Act, as amended, particularly sections 301, 431-433, 42 U.S.C. 241, 289a-289c. OBJECTIVES: To support basic laboratory research and clinical investigations extramurally, in the various arthritides including rheumatoid arthritis, osteoarthritis, gout and bursitis, collagen diseases such as lupus erythematosis, metabolic diseases such as diabetes mellitus and cystic fibrosis, dermatology, endocrinology, gastroenterology (including diseases of the liver).

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: These grants are awarded in support of research projects which are germane to the mission of the NIAMD. Grantee must participate in the cost of each research project. The PHS "Grants for Research Projects: Policy Statement" as revised July 1, 1967, provides guidelines to grantee institutions as to the basic policy requirements under which PHS

research grants are administered. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Individuals and public and nonprofit institutions, who propose to establish, expand, and improve research activities in the health sciences and related fields germane to this Institute's mission. Proposals must be favorably recommended by the National Advisory Arthritis and Metabolic Diseases Council.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: No credentials or documentation
required with applications except for those that the applicant feels
will help establish the scientific worth of his proposal.

POST ASSISTANCE REQUIREMENTS:

Reports: Annual and terminal progress reports. Also annual reports of inventions and reports of expenditure. Annual certification as of July 1, 1970, with respect to grantee institution assurance that research involving human subjects is carried out as provided in "Protection of the Individual as a Research Subject," May 1, 1969.

Audits: Grants are subject to audit by Government auditors as described in the policy statement available from the Research

Grants Review Branch, Division of Research Grants, National Institutes of Health.

Records: Financial records, including documents supporting accounting records and substantive charges to each grant must be maintained until at least 5 years after the end of the project or until audit is completed, if sooner.

13.310 BIOMEDICAL SCIENCES SUPPORT GRANTS

FEDERAL AGENCY: NATIONAL INSTITUTES OF HEALTH, DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE AUTHORIZATION: Public Health Service Act of 1944 as amended, section 301(d); 42 U.S.C. 241. OBJECTIVES: Conceptually identical to General Research Support Grants (13.337), these awards to nonhealth professional components of academic institutions are designed to assist them in the maintenance, development, and advancement of their biomedical research capabilities.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Grants may support: new research activities; pilot projects; salaries of professional and technical personnel, stipends, tuition, fees for persons engaged in health research and research training, and travel, conferences, and scientific communications; central or shared research resources and general purpose research equipment; alterations and renovations; certain activities formerly covered by grants, and supplemental grants during an active grant year for research projects where additional funds are necessary to cover institutionwide salary increases; and collaboration among research disciplines where project-type research is difficult to formulate.

Funds may not be used for: indirect costs, new construction; library support; consultant fees to staff members or employees of grantee institution; broad institutional planning activities; salary support for research/administrative positions, etc.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Institutions of higher education (other than a health professions school), or separate colleges or campuses within a state university system, which are accredited or approved by a nationally recognized accrediting agency, by a state department of education, or by a state university. They must be engaged in health-related research and must have received a minimum of $200,000 in appropriate NIH and NIMH research project grants within the latest complete 12 month period, July 1 through June 30, inclusive.

APPLICATION AND AWARD PROCESS:

Application Procedure: Applications are made on form NIH-147-1, Biomedical Sciences Support Grants Application, obtained from

the office listed below. They should be completed and returned to the same office.

Award Procedure: Appropriate applications are referred to the National Advisory Health Council for review and recommendations. Upon recommendation of approval of an application by the National Advisory Health Council, an award can be made by the National Institutes of Health.

Deadlines: The deadline is established annually. Normally the closing date is in February.

Range of Approval/Disapproval Time: About 3 months.
Appeals: None.

Renewals: Grants must be renewed annually.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: A formula based on the total dollar amount of appropriate support from the PHS for biomedical research in the institution is used to determine the amount of dollars for which the institution is eligible.

Length and Time Phasing of Assistance: Length of assistance is for a 1 year period.

POST ASSISTANCE REQUIREMENTS:

Reports: Annual narrative progress and expenditure reports are required.

Audits: Audits are made infrequently and at irregular intervals by the HEW Audit Agency.

Records: Must submit an annual report which includes a report of expenditures and a narrative of the accomplishments. FINANCIAL INFORMATION:

PROGRAM ACCOMPLISHMENTS: The BSS grants awarded during fiscal year 1970 enabled the 113 grantee institutions to support research which the grantee institution's own administrative staff elected to support, and provided institutions with resources not readily obtained through individual grants and which could be provided more economically as central resources.
