PROGRAM ACCOMPLISHMENTS: Some significant research accomplishments include development of vaccines to control diseases of cattle, mechanical crop harvester equipment to replace scarce labor, developing new varieties of grains with higher

nutritional values, providing farmers with production and
marketing techniques to assure consumers farm products at
minimum costs. The research supported with these funds also
provides financial assistance and opportunity for approximately
3,000 graduate students.

EXPORT MARKETING SERVICE

10.300 CCC EXPORT CREDIT SALES (CCC Credit)

OBJECTIVES: To assist in the expansion of U.S. agricultural commodity dollar exports.

TYPES OF ASSISTANCE: Direct Loans.

USES AND USE RESTRICTIONS: Foreign importer receives credit benefits. However, indirect assistance is given to U.S. exporters and U.S. agricultural producers by helping to provide expanded export opportunities. Provides export financing of U.S. agricultural commodities up to a maximum period of 36 months. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Any U.S. exporter (1) who is regularly engaged in the business of buying or selling commodities and for this purpose maintains a bona fide business office in the United States, its territories or possessions, and has someone on whom service of judicial process may be had within the United States, (2) who is financially responsible, and (3) who is not suspended or debarred from contracting with or participating in any program financed by CCC on the date of issuance of his financing approval. Beneficiary Eligibility: Foreign importer is direct beneficiary and must be licensed by his government to import agricultural commodities.

Credentials/Documentation: Only financing application required. APPLICATION AND AWARD PROCESS:

Application Procedure: Applications are submitted in writing to Export Marketing Service, USDA, in accordance with the "Regulations Covering Export Financing of Sales of Agricultural Commodities Under the CCC Export Credit Sales Program." Award Procedure: All exporters who meet the eligibility requirements will receive assistance.

EXPORT

FEDERAL AGENCY: EXPORT MARKETING SERVICE, DEPARTMENT OF AGRICULTURE AUTHORIZATION: Wheat export program, 15 U.S.C. 714b; flour export program, 15 U.S.C. 714b; rice export program, 15 U.S.C. 714b; feed grain export program, 15 U.S.C. 714b; export wheat marketing certificate regulations, 379d(b) of the Agricultural Adjustment Act of 1938, as amended (7 U.S.C. 1379d(b)). OBJECTIVES: To assure that wheat, flour, rice, tobacco, and feed grains produced in the United States are generally competitive in world markets, avoid disruption of world market prices, aid the price support program by strengthening the domestic market price to producers, reduce the quantity of grain which would otherwise be taken into CCC's stocks under its price support programs, and fulfill any international obligations of the United States. TYPES OF ASSISTANCE: Direct Payments with Unrestricted Use. USES AND USE RESTRICTIONS: Export payments are made to participants for commodities exported (wheat, wheat products, and rice) for the difference between the U.S. domestic price and the world market price of the commodity. Export payments are made under the programs only on grain which is exported to cligible destinations. The Export Control Act of 1949 prohibits exports under these programs to Cuba, the Soviet block, or

approvals must be effected within 90 days or such extension as approved by General Sales Manager. Exporters application for disbursement must be submitted to EMS within 45 days after export of the commodity.

POST ASSISTANCE REQUIREMENTS:

Reports: For financing periods in excess of 12 months the exporter must submit copies of the ocean bill of lading and customs entry certificate within 60 days after export of commodity.

Audits: EMS shall have access to and the right to examine any directly pertinent books, documents, papers, and records of the exporter whenever determined necessary.

Records: Records relating to the financing transaction shall be maintained for 3 years after maturity of the financing agreement. FINANCIAL INFORMATION:

In addition, the participant must demonstrate that he is financially responsible.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: Written evidence of financial responsibility and that the applicant is a bona fide exporter. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None.

Application Procedure: Submit written statement of financial responsibility and evidence as a bona fide exporter to Export Marketing Service.

Award Procedure: All exporters who meet the eligibility requirements will receive assistance.

Deadlines: None.

Range of Approval/Disapproval Time: 1 to 5 days.

Appeals: No formal provision for appeal, however, where written statements are unsatisfactory, applicant may establish acceptable performance guarantee (bond or performance letter of credit). Renewals: Applicants participation entitlement is continuous where satisfactory performance record is established.

FARMER COOPERATIVE SERVICE

10.350 TECHNICAL ASSISTANCE TO COOPERATIVES

USES AND USE RESTRICTIONS: Farmer Cooperative Service staff members provide technical assistance, research, and development services to rural and farmer cooperatives, and to groups of farmers and other rural residents interested in forming cooperatives. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: All rural and farmer cooperatives, and to groups of farmers and other rural residents interested in forming cooperatives.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: Requests for advisory assistance by a cooperative should be a resolution from a cooperative board of directors. Requests for assistance in forming a co-op should be made in writing on behalf of producers or rural residents interested in forming a cooperative.

APPLICATION AND AWARD PROCESS:
