12.314 CIVIL DEFENSE - STAFF COLLEGE
(Student Expense Program (SEP))

AUTHORIZATION: Federal Civil Defense Act of 1950, as amended,

OBJECTIVES: To provide professional training for state and local civil defense personnel and training for instructors who conduct courses under contract.

TYPES OF ASSISTANCE: Training; Project Grants.

USES AND USE RESTRICTIONS: State and local civil defense officials can be trained at the OCD College, at Battle Creek, Michigan, in civil defense management and other skills. Grants are made for one-half cost of travel and per diem while in attendance. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Individuals. They must have a need and be
assigned to a civil defense position in State or local government.
Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: The requirements listed above must be

documented.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: Applications must be coordinated by either local, state, or Regional Civil Defense Director.

Application Procedure: Applicant should submit the following: (1) OCD Form 435, application for course; (b) OCD Form 175, request for reimbursement.

Award Procedure: Staff College Director approved OCD Forms 435 and 175. State or local Director and Regional Director must also recommend approval. Notification of award must be made to the designated State Central Information Reception Agency (SF 240). Deadlines: Applicant should submit their forms 2 to 3 weeks prior to course, as provided in schedules.

Range of Approval/Disapproval Time: Confirmation granted same day received from the regions.

Appeals: By letter to region through State Office. Renewals: Applicant is eligible for same course when the course has undergone major revision.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: 50 percent Federal, 50 percent State or local.

Length and Time Phasing of Assistance: Assistance is granted within same fiscal year course is granted. Course range: 32 to 34 clock hours per course.

POST ASSISTANCE REQUIREMENTS:

Reports: Certificate, photograph, and publicity release.
Audits: Not applicable.

12.315 CIVIL DEFENSE - PERSONNEL AND ADMINISTRATIVE EXPENSES

(P&A)

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF

AUTHORIZATION: Federal Civil Defense Act of 1950, as amended,
Section 205; Public Law 81-920, as amended by Public Law
85-606; 50 U.S.C. App. 2286.

OBJECTIVES: To develop effective civil defense organizations in the states and their political subdivisions in order to coordinate emergency activities in the event of disaster.

TYPES OF ASSISTANCE: Formula Grants.

USES AND USE RESTRICTIONS: Payment of salaries of state and local civil defense employees, along with their administrative expenses, including travel. Funds must be used for civil defense purposes only.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State and local (city, county, township, etc.) civil defense organizations. There must be a civil defense organization established pursuant to law; an operational plan approved by the Office of Civil Defense (local plans are approved as part of the state plan); an Office of Civil Defense approved program paper; and, an executed civil rights assurance. Civil defense organization participating in this program must come under an approved merit system.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: The requirements stated above must be documented. Project applications must certify that state or local funds are or will be available before disbursement. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: All local applications must be sent to the state civil defense agency for approval.

Application Procedure: Project Application OCD Form 234 must be filled out and submitted to the state civil defense agency; the state

agency then forwards applications to the OCD regional office for final approval.

Award Procedure: OCD informs each state of its P&A allocation; states notify participating localities of suballocations each state CD Agency has made within each state. Notification of award must be made to the designated State Central Information Reception Agency (SF 240).

Deadlines: Annual submission documents prepared on the basis of potential allocation amounts should be received by OCD Regional Offices not less than 30 days prior to the beginning of the Federal fiscal year for which such funds are requested.

Range of Approval/Disapproval Time: Project Application Form 234 must be submitted to the OCD regional office within 60 days after notification of the State's official allocation.

Appeals: An appeal must be forwarded, through the OCD regional director, within 10 days following receipt of the notice of approval. It will be submitted by formal letter, in quadruplicate, signed by the properly authorized State official. Renewals: Projects may be amended upon mutual agreement of the Federal Government and the participating political subdivision. To amend a project, a revised Form 234 must be submitted. ASSISTANCE CONSIDERATIONS: Formula and Matching Requirements: Regulations governing allocations to the states shall give due regard to (1) the criticality of the target and support areas; (2) the relative state of development of civil defense readiness in the State; (3) population; and, (4) such other factors as the director shall prescribe.

Funding is based on 50 percent Federal funds and 50 percent State or local funds.

Length and Time Phasing of Assistance: Assistance is for the Federal fiscal year July 1 to June 30, and is renewed each fiscal year

upon proper reapplication by states and local political subdivisions.

POST ASSISTANCE REQUIREMENTS:

Reports: OCD regional officials make regular visits to state and local participants; semiannual progress reports are required. Audits: Selective onsite audits of approximately 25 percent of participating localities.

12.316 CIVIL DEFENSE - RADIATION SHIELDING DESIGN AND ADVISORY SERVICES (Advisory Services)

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF CIVIL DEFENSE, DEPARTMENT OF DEFENSE AUTHORIZATION: Federal Civil Defense Act of 1950, as amended, Section 201; Public Law 81-920; 50 U.S.C. App. 2281. OBJECTIVES: Provide technical guidance and assistance to architects involved in design of new building projects so as to maximize the incorporation of fallout protection features.

TYPES OF ASSISTANCE: Advisory Services and Counseling. USES AND USE RESTRICTIONS: Free building design services are not provided. Rather the assistance is one of helping the architect to understand radiation shielding techniques and to incorporate fallout protection using his own design capability and staff. The advisory services are provided in response to a request from the architect, engineer, or building owner.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Any architect or engineer involved in design of a new building.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: None.

APPLICATION AND AWARD PROCESS:
Preapplication Coordination: None.

Application Procedure: By letter or oral request to local, State or
Regional civil defense directors.

Award Procedure: The Advisor notifies applicant when he will be available.

Deadlines: None. Best results are obtained when requests are made
early in the design of the building project.
Range of Approval/Disapproval Time: 1 to 7 days.
Appeals: None.

Renewals: None. Although it is anticipated that after the first or second request, the architect will be able to have someone on his

staff to participate in a radiation shielding course and provide any desired assistance.

12.317 CIVIL DEFENSE - RADIOLOGICAL EQUIPMENT DONATION

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF CIVIL DEFENSE, DEPARTMENT OF DEFENSE

AUTHORIZATION: Federal Civil Defense Act of 1950, as amended, Subsection 201 (h); Public Law 81-920, as amended by Public Law 85-606; 50 U.S.C. App. 2281 (h).

OBJECTIVES: To develop a capability in every locality for the detection and measurement of the ionizing radiation from radioactive fallout that would be produced by a nuclear attack on the United States.

TYPES OF ASSISTANCE: Sale, Exchange, or Donation of Property and Goods.

USES AND USE RESTRICTIONS: For measurement of all ionizing

radiation from nuclear fallout. It may be used in peacetime nuclear incidents provided the levels involved are high enough to be detected and measured with this equipment. All equipment

Credentials/Documentation: Two individuals must be trained to operate the radiological equipment in order to obtain each radiological monitoring set. A list of the trained people (Form OCD 347) must be filed with the equipment request (Form OCD 342). APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.

Application Procedure: A request for equipment (Form OCD 342) must be filed with a listing of trained personnel (Form OCD 347). Guidelines are contained in OCD Instruction 9667.1. Award Procedure: OCD Region approves the request and forwards the approval to Defense General Supply Center which issues equipment. Notification of award must be made to the designated State Central Information Reception Agency (SF 240). Deadlines: None.

Range of Approval/Disapproval Time: The State civil defense organization normally processes requests within 10 to 15 working days. The OCD Regional Officer requires an additional 10 to 15 working days to either approve or disapprove requests for radiological equipment.

Appeals: Additional information supporting disapproved requests may be submitted at any time by letter or other means of communications.

Renewals: Not applicable.

Applicant Eligibility: Architects, engineers, builders, school boards and other similar decision making groups, homeowners and similar groups.

12.319 CIVIL DEFENSE - SURVIVAL SUPPLIES, EQUIPMENT, AND TRAINING (SE&T)

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF CIVIL DEFENSE, DEPARTMENT OF DEFENSE AUTHORIZATION: Federal Civil Defense Act of 1950, as amended, Subsection 201(i); Public Law 81-920, 50 U.S.C. App. 2281(i). OBJECTIVES: To increase the civil defense readiness of State and local governments by furnishing matching funds to assist in the procurement of emergency services, training and administrative equipment required to conduct a viable civil defense program. TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Purchase of emergency services, administrative equipment, and training; development of emergency operations plans; maintain an attack warning system; training emergency personnel to assure maximum use of independent systems. All activities and expenditures must be for civil defense purposes only, except that civil defense equipment may be used to combat the effect of natural disaster or other local emergency.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State and local (city, county, township, etc.) civil defense organizations. There must be a civil defense organization established pursuant to law; an operational plan approved by the Office of Civil Defense (local plans are approved as a part of the State plan); an Office of Civil Defense - approved program paper; and, an executed civil rights assurance.

Appeals: An appeal is made by formal letter, in triplicate, and signed by the authorized State authority. The signed copies of the project application returned to the State should accompany the letter of

appeal. Appeals on items already procured should reach the Office of Civil Defense - Regional Office at least 30 days before the end of the Federal fiscal year.

Renewals: Projects may be amended or extended upon mutual agreement of the Federal Government and participating party. ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: 50 percent Federal, 50 percent State or local matching.

Length and Time Phasing of Assistance: Until project is completed or cancelled. All applications carry a completion date. No time phasing.

POST ASSISTANCE REQUIREMENTS:

Reports: Office of Civil Defense regional officials make regular spot checks of equipment purchased.

Audits: Selective onsite audits of approximately 25 percent of localities participating in the supplies, equipment, and training program. Records: Inventory records and procurement records.

12.320 CIVIL DEFENSE - UNIVERSITY EXTENSION

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF CIVIL DEFENSE, DEPARTMENT OF DEFENSE AUTHORIZATION: Federal Civil Defense Act of 1950, as amended, Subsection 201 (e); Public Law 81-920; 50 U.S.C. App. 2281(e). OBJECTIVES: To provide OCD approved training for: (1) State and

local officials, (2) emergency staff members, and (3) instructors in specialized subject areas. Also, to provide effective leadership orientation in civil defense through conferences for state, county, municipal officials and leaders of business and industry. TYPES OF ASSISTANCE: Project Grants: USES AND USE RESTRICTIONS: Assistance, through reimbursable cost contract with universities, can be used for training local civil defense personnel in skills, including instructing in skills, and for educating leaders about civil defense through conferences. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Selected land grant colleges are eligible. Beneficiary Eligibility: State and local government officials, business and industrial leaders, educational personnel and individuals assigned civil defense responsibilities and duties at state and local levels.

Credentials/Documentation: Requirements must be documented. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: The appropriate state civil defense director, OCD regional director and concerned university. Application Procedure: OCD sends the universities involved a Request for Proposal (RFP) Standard Form 18. The university proposal is considered the application form for the contract. Award Procedure: Contract for this service is negotiated with OCD pursuant to 10 U.S.C. 2304(A). Notification of award must be made through the designated State Central Information Reception Agency (SF240).

Deadlines: Request for Proposals from the state universities must be submitted on or before July 1, 1971.

Range of Approval/Disapproval Time: Evaluation of each university's proposal and negotiation of the contracts are usually concluded within 60 days of the receipt of the proposal. Appeals: Normal negotiation time is encompassed in the time period described in Approval/Disapproval Time. Renewals: Continuing program. 12.321 CIVIL DEFENSE - STATE AND LOCAL SUPPORTING SYSTEMS EQUIPMENT (Hardware)

All activities and expenditures must be for civil defense purposes only, except that civil defense equipment may be used to combat the effect of natural disasters or other local emergencies.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State and local (city, county, township, etc.) civil defense organizations. There must be a civil defense organization established pursuant to law; an operational plan approved by the Office of Civil Defense (local plans are approved as a part of the State plan); an Office of Civil Defense approved program paper; and, an executed civil rights assurance.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: The requirements must be documented.
Project applications must certify that State or local funds are or
will be available before disbursement.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: All local applications must be approved by the state civil defense agency.

Application Procedure: Project application OCD Form 233 must be filled out when requesting funds for supplies, equipment, and training.

Award Procedure: Political subdivisions will be notified of project application approval through the State.

Deadlines: None.

Range of Approval/Disapproval Time: 15 to 30 days. Appeals: An appeal is made by formal letter, in triplicate, and signed by the authorized state authority. The signed copies of the project application returned to the state should accompany the letter of appeal. Appeals on items already procured should reach the Office of Civil Defense Regional Office at least 30 days before the end of

the Federal fiscal year (June 30).

Renewals: Projects may be amended or extended upon mutual agreement of the Federal Government and participating party. ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: 50 percent Federal, 50 percent State or local.

Length and Time Phasing of Assistance: Length of assistance period is until project is completed or cancelled. All applications carry a completion date. Time phasing of assistance is not applicable. POST ASSISTANCE REQUIREMENTS:

Reports: Office of Civil Defense regional officials make regular spot checks of equipment purchased.

Audits: Selective onsite audits of approximately 25 percent of localities participating in the supplies, equipment, and training program.

Records: Inventory records and procurement records. FINANCIAL INFORMATION:
