12.109 SNAGGING AND CLEARING FOR NAVIGATION

OBJECTIVES: To provide a plot in a national cemetary for erection of a memorial to an active-duty decedent when body is not recovered.

TYPES OF ASSISTANCE: Sale, Exchange, or Donation of Property and Goods.

USES AND USE RESTRICTIONS: Plot will be assigned only if decedent died while on active duty, and remains must be unrecoverable.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Must be close relative of the deceased (spouse, child, parent, brother, sister).

However, since the passage of Public Law 85-644, 85th Congress, approved August 14, 1958, the number of memorial markers erected at private expense in national cemeteries has been low. 12.201 NATIONAL CEMETERIES

AUTHORIZATION: 24 U.S.C.

OBJECTIVES: To provide for interment in national cemeteries of all members or former members of the Armed Forces of the United States whose last service terminated honorably, and certain classes of eligible dependents.

TYPES OF ASSISTANCE: Provision of specialized services. USES AND USE RESTRICTIONS: For burial of eligible members and former members of the Armed Forces of the United States, including the Reserve components, and certain commissioned officers of the Coast and Geodetic Survey and of the Public Health Service. The spouse and minor children of an eligible service member and the unmarried adult children, if they are incapable of self-support because of physical or mental disability, are also eligible. Persons not entitled to interment in any national cemetery include the father, mother, brother, sister, or in-law by reason of relationship to an eligible service person. Also, a nonservice-connected person who has been divorced from a service-connected spouse or has remarried after the death of that spouse is not eligible for burial on the basis of the service of the latter.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: To be eligible for burial in a national cemetery the service connected person's last service must have terminated honorably. Commissioned officers of the Coast and Geodetic Survey must have been: Assigned to an area of immediate hazard, serving in the public interest on December 7, 1941, or actually

transferred to the Department of Army or Department of Navy under provisions of the Act of May 22, 1917 (40 Stat. 87; 33 U.S.C. 855). Commissioned Officers of the PHS must have been detailed for duty with the Army or Navy during World War I pursuant to the Act of July 1, 1902 (32 Stat. 712, 713), as amended, and Executive Order 2571, April 3, 1871. Beneficiary Eligibility: Unremarried widows, spouses, the minor children, and physically or mentally incapacitated adult children of service-connected persons who have previously been buried in a national cemetery or will agree to their eventual burial in a national cemetery.

Credentials/Documentation: None. A copy of the discharge from the last active service is an aid to obtaining authorization for burial. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None.

Application Procedure: The person responsible for funeral arrangements (next of kin or funeral director) should communicate as soon as possible with the superintendent of the national cemetery in which interment is desired, furnishing the name of person upon whose military service request for burial is predicated, together with rank, serial number, date and place of entry into and separation from last period of active service, date and place of birth and date of death.

Award Procedure: After eligibility for interment in a national cemetery has been established, the next of kin and/or funeral director acting with the national cemetery superintendent will make arrangements as to time and date of interment of deceased in the cemetery. Deadlines: None.

It is estimated that interments during fiscal year 1971 will total 37,725. As of 1 February 1971 there were 85 national cemeteries under the jurisdiction of the Department of the Army. Of this number 46 cemeteries had available grave space for future interments other than those in previously reserved gravesites and second interments in existing graves under the single gravesite policy now in effect at all Department of Army national cemeteries.

12.202 PROCUREMENT OF HEADSTONES AND MARKERS

AUTHORIZATION: 24 U.S.C. 279a-3; 62 Stat. 1215, as amended. OBJECTIVES: To provide headstones and markers for all unmarked graves in national and post cemeteries and, upon receipt of application, for the unmarked graves of eligible veterans interred in private cemeteries. Also to furnish memorial headstones or markers for nonrecovered or unidentified remains, or those buried at sea.

TYPES OF ASSISTANCE: Provision of Specialized Services. USES AND USE RESTRICTIONS: Includes procurement of government-type headstones and markers, authorized inscription, and costs of shipment to destination. Also, erection and maintenance costs in national and post cemeteries, and replacements when stones and markers are no longer serviceable, if they constitute a hazard, or if inscriptions are illegible. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Any person who will accept responsibility for receiving and erecting a headstone or marker may apply for one. Approval of the application is subject to determination that such headstone or marker is to be placed at the unmarked grave of a member of the Armed Forces of the United States who died in service or whose last discharge was honorable. An applicant for a memorial headstone or marker must be a close relative of the deceased (spouse, child, parent, grandparent, brother or sister). Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: "Reports of Interment" (DA Form 2122); "Application for Headstone or Marker" (DD Form 1330). 12.304 CIVIL DEFENSE - COMMUNITY SHELTER PLANNING

(CSP)

FEDERAL AGENCY: DEPARTMENT OF THE ARMY, OFFICE OF CIVIL DEFENSE, DEPARTMENT OF DEFENSE AUTHORIZATION: Federal Civil Defense Act of 1950, as amended, Section 201; Public Law 81-920; 50 U.S.C. App. 2281. OBJECTIVES: Provide assistance to a local government in developing a plan for the best possible use by the public of fallout protection existing in local buildings.

TYPES OF ASSISTANCE: Project Grants; Dissemination of Technical Information.

USES AND USE RESTRICTIONS: Funds and technical data are used to develop a plan telling people where shelters are. Also includes funds for publication and distribution of the plan. Contract based on reimbursable cost used to provide funds. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Local government (city or county) must have an OCD approved program paper.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: Program paper must be on file in the
OCD Regional Office. Executed civil rights assurance must be on
file.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None.

Application Procedure: By formal letter to State civil defense director.

Award Procedure: The contracting office awards a contract after negotiation with the local government on the scope of work and expected costs. Notification of award must be made to the designated State Central Information Reception Agency (SF 240). Deadlines: None.

Range of Approval/Disapproval Time: 30 to 60 days.

Appeals: By formal letter to State civil defense director; thence to OCD Region.

Renewals: Not applicable.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: Project grant for actual costs to city, county or metropolitan area government in heavily populated areas approximately 100,000 or larger. In sparsely populated areas, federally funded technical assistance is provided through the State civil defense agency.

Length and Time Phasing of Assistance: Usually 3 to 9 months. POST ASSISTANCE REQUIREMENTS:

Reports: Publish and distribute information to public, revise local government emergency operating plans, and develop procedures to increase local shelter inventory.

Audits: None.

Records: Expenditure records. FINANCIAL INFORMATION:

Obligations: (Grants) FY 70 $2,900,612; FY 71 est $3,710,959; and FY 72 est $4,800,000.

Range and Average of Financial Assistance: From only technical assistance to $300,000 for a major multi-county metropolitan

area.
