To provide for the construction of a fireproof annex building for use of the Government Printing Office, and for other purposes.
DEPARTMENT OF AGRICULTURE
To provide a special program for feed grains for 1961. To amend title I of the Agricultural Trade Development and As- sistance Act of 1954.
To extend and increase the special milk program for children.................. To improve and protect farm prices and farm income, to increase farmer participation in the development of farm programs, to adjust supplies of agricultural commodities in line with the requirements therefor, to improve distribution and expand ex- ports of agricultural commodities, to liberalize and extend farm credit services, to protect the interest of consumers, and for other purposes.
To authorize the use of Commodity Credit Corporation-owned surplus grain by the States for emergency use in the feeding of resident game birds and other resident wildlife; to authorize the use of such surplus grain by the Secretary of the Interior for emergency use in the feeding of migratory birds, and for other purposes.
To authorize annual appropriation to reimburse Commodity Credit Corporation for net realized losses sustained during any fiscal year in lieu of annual appropriations to restore capital impairment based on annual Treasury appraisals, and for other purposes.
To amend the Act of June 22, 1948, as amended, relating to certain areas within the Superior National Forest, in the State of Min- nesota, and for other purposes.
To amend certain laws relating to Federal-aid highways, to make 211, 560, 000, 000 certain adjustments in the Federal-aid highway program, and for other purposes.

Aug. 30 To implement the provisions of the International Convention for the Prevention of the Pollution of the Sea by Oil, 1954. To authorize the appropriation of $150,000 for use toward the con- struction of a United States Pacific War Memorial.
DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE
To amend title II of the Vocational Education Act of 1946, relating to practical nurse training, and for other purposes. To amend the Federal Water Pollution Control Act to provide for a more effective program of water pollution control, and for other purposes.
To establish a teaching hospital for Howard University, to transfer Freedmen's Hospital to the University, and for other purposes. To provide Federal assistance for projects which will demonstrate or develop techniques and practices leading to a solution of the Nation's juvenile delinquency control problems. To make available to children who are handicapped by deafness the specially trained teachers of the deaf needed to develop their abilities and to make available to individuals suffering speech and hearing impairments the specially trained speech patho- logists and audiologists needed to help them overcome their handicaps.
To assist in the provision of housing for moderate and low income 4, 886, 000, 000 families, to promote orderly urban development, to extend and
amend laws relating to housing, urban renewal, and community facilities, and for other purposes.
July 6 To extend the veterans' guaranteed and direct home loan program and to provide additional funds for the veterans' direct loan pro- gram.

To establish a National Armed Forces Museum Advisory Board of the Smithsonian Institution, to authorize expansion of the Smithsonian Institution's facilities for portraying the contribu- tions of the Armed Forces of the United States, and for other purposes. To promote the foreign policy, security, and general welfare of the $11, 953, 500, 000 United States by assisting peoples of the world in their efforts toward economic development and internal and external secur- ity, and for other purposes.
To amend the Securities Exchange Act of 1934 so as to authorize and direct the Securities and Exchange Commission to conduct a study and investigation of the adequacy, for the protection of investors, of the rules of national securities exchanges and national securities associations.
To amend the Small Business Act to increase by $20,000,000 the amount available for regular business loans thereunder. To amend the Federal Airport Act so as to extend the time for making grants under the provisions of such act, and for other purposes.
