71 1 ucation, and Welfare, a National Information and Resource 2 Center (hereinafter referred to as the "Center"). 3 (2) The Center shall have a Director and such other 4 personnel as may be necessary to enable the Center to carry 5 out its duties and functions under this section. 6 (b) (1) It shall be the duty and function of the Center 7 to collect, review, organize, publish, and disseminate 8 (through publications, conferences, workshops, or technical 9 consultation) information and data related to the particular 10 problems caused by handicapping conditions, including in11 formation describing measures which are or may be em12 ployed for meeting or overcoming such problems, with a 13 view to assisting individuals who are handicapped, and or14 ganizations and persons interested in the welfare of the 15 handicapped, in meeting problems which are peculiar to, or 16 are made more difficult for, individuals who are handicapped 17 including the handicapped aged. 18 (2) The information and data with respect to which the 19 Center shall carry out its duties and functions under para 20 graph (1) shall include (but not be limited to) information 21 and data with respect to the following 22 2 2 2 2 2 2 23 24 25 ices; dren; (A) medical and rehabilitation facilities and serv (B) day care and other programs for young chil 8 9 10 11 12 (C) education; 72 (D) vocational training; (E) employment; (F) transportation; (G) architecture and housing (including household appliances and equipment); (H) recreation; and (I) public or private programs established for, or which may be used in, solving problems of the handicapped. (c) (1) The Secretary shall make available to the Cen ter all information and data, within the Department of 13 Health, Education, and Welfare, which may be useful in 14 15 carrying out the duties and functions of the Center. (2) Each other department or agency of the Federal 16 Government is authorized to make available to the Secre 17 tary, for use by the Center, any information or data which 18 the Secretary may request for such use. 19 20 2 2 2 2 21 (3) The Secretary of Health, Education, and Welfare shall to the maximum extent feasible enter into arrangements whereby State and other public and private agencies and institutions having information or data which is useful to the Center in carrying out its duties and functions will 24 make such information and data available for use by the 22 23 73 1 2 3 NATIONAL CENTER FOR DEAF-BLIND YOUTHS AND ADULTS SEC. 411. (a) In order (1) to demonstrate methods of (A) providing the specialized intensive services, as well as other services, needed to rehabilitate handicapped individuals who are both deaf and blind, and (B) training the professional and allied personnel needed adequately to staff facilities specially designed to provide such services and training such personnel who have been or will be working with the deaf-blind; (2) to conduct research in the problems of, and ways of meeting the problems of rehabilitating, the deafblind; and (3) to aid in the conduct of related activities which will expand or improve the services for or help improve public understanding of the problems of the deaf-blind; the Secretary is authorized to enter into an agreement with any public or nonprofit private agency or organization for payment by the United States of all or part of the costs of the establishment and operation, including construction and equipment, of a center for vocational rehabilitation of handicapped individuals who are both deaf and blind which shall be known as the National Center for Deaf-Blind Youths and Adults. 79-885 O-72 pt. 16 1 74 (b) Any agency or organization desiring to enter into 2 such agreement shall submit a proposal therefor at such 3 time, in such manner, and containing such information as 4 may be prescribed by the Secretary. In considering such pro5 posals the Secretary shall give preference to those proposals 6 which (1) give promise of maximum effectiveness in the 7 organization and operation of the National Center for Deaf8 Blind Youths and Adults, and (2) give promise of offering 9 the most substantial skill, experience, and capability in pro10 viding a broad program of service, research, training, and 11 related activities in the field of rehabilitation of the deaf blind. (c) The agreement shall- (1) provide that Federal funds paid to the agency or organization for the Center will be used only for the purposes for which paid and in accordance with the applicable provisions of this section and the agreement made pursuant thereto; (2) provide that the agency or organization making the agreement will make an annual report to the Secretary, which the Secretary in turn shall transmit to the Congress with such comments and recommendations as he may deem appropriate; (3) provide that any laborer or mechanic employed by any contractor or subcontractor in the performance of 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 75 work on any construction aided by Federal funds under this section will be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended (40 U.S.C. 276a276a-5); with the Secretary of Labor having, with re spect to the labor standards specified in this paragraph, the authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (15 F.R. 3176) and section 2 of the Act of June 13, 1934, as amended (40 U.S.C. 276c); (4) for subsequent program evaluation, include a clear statement of the objectives of the Center. These goals shall be listed in order of priority and stated as much as possible in a form amenable to quantification; and (5) include such other conditions as the Secretary deems necessary to carry out the purposes of this section. (d) If within twenty years after the completion of any 20 construction (except minor remodeling or alteration) for 21 which funds have been paid pursuant to an agreement under 22 this section the facility constructed ceases to be used for the purposes for which it was constructed or the agreement is 24 terminated, the United States, unless the Secretary deter 23 25 mines that there is good cause for releasing the recipient of |
