41 1 $500,000, whichever is smaller, to enable him to make grants 2 3 to the States and public and other nonprofit organizations to pay part of the cost of the projects for research and dem4 onstration and training which hold promise of making a 5 substantial contribution to the solution of problems related 6 to the rehabilitation of severely handicapped individuals common to all or several States. 7 9 SEC. 308. In determining the amount of any State's 10 Federal share of expenditures for planning, administration, 11 and services incurred by it under a State plan approved 12 in accordance with section 304 there shall be disregarded (1) 13 any portion of such expenditures which are financed by 14 Federal funds provided under any provision of law other 15 than this part, and (2) the amount of any non-Federal funds 16 required to be expended as a condition of receipt of such 17 Federal funds. TITLE IV-SPECIAL FEDERAL RESPONSIBILITIES 18 19 20 21 22 23 Act. 24 25 DECLARATION OF PURPOSE SEC. 401. The purpose of this title is to (a) provide for the general administration of this (b) authorize grants to assist in the construction and improvement of rehabilitation facilities; 79-85 O 72 pt. 1 - 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 42 (c) authorize grants for special projects which hold promise of making a substantial contribution to the solu tion of rehabilitation problems common to all or several States or which experiment with new services or new patterns of services for the rehabilitation of handicapped individuals (including opportunities for new careers for handicapped individuals, and for other individuals in programs serving handicapped individuals); (d) establish a National Information and Resource Center for the Handicapped; (e) establish and operate a National Center for Deaf-Blind Youths and Adults; (f) establish and operate Comprehensive Rehabilitation Centers for Deaf Youths and Adults; (g) establish a National Commission on Transportation and Housing of the Handicapped; (h) establish National Centers for Spinal Cord Injured; (i) provide services for the treatment of individuals suffering from end stage renal disease. AUTHORIZATION OF APPROPRIATIONS SEC. 402. (a) There are hereby authorized to be included 23 for each fiscal year in the appropriation for the Department 24 of Health, Education, and Welfare such sums as are neces 25 sary to administer the provisions of this Act. 43 1 (b) For the purpose of making grants and contracts 2 under this title for construction and for rehabilitation facility 3 improvement and related purposes, there is authorized to be 4 appropriated $35,000,000 for the fiscal year ending June 30, 5 1973, $45,000,000 for the fiscal year ending June 30, 1974, 6 and $55,000,000 for the fiscal year ending June 30, 1975. 7 Sums so appropriated shall remain available for payment. 8 with respect to construction projects approved or initial staff9 ing grants made under this title prior to July 1, 1977. 10 11 (c) For the purpose of making grants under this title for special projects, there is authorized to be appropriated 12 $100,000,000 for the fiscal year ending June 30, 1973, 13 $125,000,000 for the fiscal year ending June 30, 1974, 14 and $150,000,000 for the fiscal year ending June 30, 1975. 15 There is hereby authorized to be appropriated for the purpose of funding the grants authorized in section 408 (d) not 16 17 to exceed $10,000,000 for the fiscal year ending June 30, 18 1973, and for each fiscal year thereafter. 19 (d) For the purpose of establishing and operating at 20 National Information and Resource Center for the Handi21 capped, there is authorized to be appropriated $750,000 22 for the fiscal year ending June 30, 1973, and for each fiscal 23 year thereafter such sums as may be necessary. 24 (e) For the purpose of establishing and operating a 2 National Center for Deaf-Blind Youths and Adults, there is 44 1 authorized to be appropriated such sums as may be necessary 2 for each fiscal year. 3 (f) For the purpose of establishing and operating Com4 prehensive Rehabilitation Centers for Deaf Youths and 5 Adults, there is authorized to be appropriated such sums as 6 may be necessary for each fiscal year. 7 (g) For the purpose of establishing a National Com8 mission on Transportation and Housing for the Handicapped 9 and carrying out its functions there is authorized to be 10 appropriated for the fiscal year ending June 30, 1973, and 11 for each of the two succeeding fiscal years, the sum of 12 $250,000 for each of such fiscal years. 13 14 (h) For the purpose of making grants and contracts as set forth in section 412 (National Center for Spinal Cord 15 Injuries) there is authorized to be appropriated such sums 16 17 18 19 as may be necessary. (i) There is authorized to be appropriated for the fiscal year ending June 30, 1973, and for each of the two succeed ing fiscal years, the sum of $25,000,000 for vocational re20 habilitation services for handicapped individuals suffering 21 from end stage renal disease. 228 23 ADMINISTRATION SEC. 403. (a) In carrying out his duties under this Act, the Secretary shall (1) cooperate with, and render technical assistance 1 2 3 45 (directly or by contract) to States in matters relating to the rehabilitation of handicapped individuals; (2) provide short-term training and instruction in 4 technical matters relating to vocational rehabilitation 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 223 4 services, including the establishment and maintenance of such research fellowships and traineeships, with such stipends and allowances (including travel and subsist ence expenses), as he may deem necessary, except that no such training or instruction (or fellowship or scholarship) shall be provided any individual for any one course of study for a period in excess of four years, and such training, instruction, fellowships, and traineeships may be in the fields of physical medicine and rehabilitation, physical therapy, occupational therapy, speech pathology and audiology, rehabilitation nursing, rehabilitation social work, prosthetics and orthotics, rehabilitation psychology, rehabilitation counseling, recreation for the ill and handicapped, and other specialized fields contributing to vocational rehabilitation; and (3) disseminate information relating to vocational rehabilitation services, and otherwise promote the cause of rehabilitation of handicapped individuals and their greater utilization in gainful and suitable equipment. (b) The Secretary is authorized to make rules and 5 regulations governing the administration of this Act, and |
