Washington, D.C. The subcommittee met, pursuant to recess, at 10 a.m., in room 4232, New Senate Office Building, Senator Wayne Morse (chairman), presiding.

Present: Senators Morse, Randolph, and Javits.

Also present: Senator Williams of New Jersey, a member of the full committee.

Committee staff members present: Charles Lee, professional staff member, and Roy H. Millenson, minority clerk.

Senator MORSE. The hearing will come to order.

Our first witness this morning will be an old friend of this committee who has testified before us many times, Andrew J. Biemiller, director of the Department of Legislation, AFL-CIO, accompanied by Larry Rogian, director of the department of education.

I do not flatter you, gentlemen, when I say I want to express on this public record the appreciation of the chairman of this entire subcommittee the great help of both you and Mr. Meany and the others in the AFL-CIO who have always come to the support of needed education legislation. And I refer specifically to the great help that Mr. Meany was to this chairman in connection with the recently passed PerkinsMorse elementary and secondary school bill. They were very instrumental in my judgment in securing the passage of this bill. And I publicly thank you for that public service.

STATEMENT OF ANDREW J. BIEMILLER, DIRECTOR, DEPARTMENT OF LEGISLATION; ACCOMPANIED BY LARRY ROGIN, DIRECTOR, DEPARTMENT OF EDUCATION, AFL-CIO

Mr. BIEMILLER. Thank you very much, Mr. Chairman.

As I understand it, you have a great many witnesses, so if it is agreeable to you, I will summarize the testimony and ask that it be placed in the record.
