Federal financial assistance is terminated. The review will include an examination of the support for and the amount of funds, personnel, and other resources committed to the continuation of the project after Federal financial assistance is terminated.

(i) Dissemination. (15 points) The Secretary reviews each application to determine the extent to which the applicant has

(1) An effective and efficient plan for lisseminating information about the project, including the results of the project and any specialized materials leveloped by the project, at the local, State, or national level, as appropriate; (2) A high quality design for the disemination plan and procedures for valuating the effectiveness of the disemination plan;

(3) A description of the types of maerials the applicant plans to make vailable and the methods for making he materials available;

(4) The capacity to demonstrate the ethods and techniques used by the roject; and

(5) The capacity to assist others to lopt and successfully implement the oject or methods and techniques used y the project.

more of the activities listed in § 698.3(a) and (b)(1).

(2) The Secretary announces these priorities in a notice published in the FEDERAL REGISTER.

(b) The Secretary may award up to 15 additional points to applicants who

(1) Show the greatest need for the sums requested as determined by—

(i) The adequacy of the applicant's financial resources to implement a campus education program regarding sexual offenses (0 to 5 points); or

(ii) The nature and frequency of sexual offenses on an applicant's campus (0 to 5 points); or

(2) Do not have an established campus education program regarding sexual offenses on campus (5 points).

(c) Each year, the Secretary notifies prospective applicants through a notice in the FEDERAL REGISTER of the basis on which the priority points in paragraph (b)(1)(i) and (ii) of this section will be allocated.

Subpart D-What Conditions Must Be Met After an Award?

§ 698.30 Must a grantee file an annual performance report?

(a) Each grantee shall, in accordance with 34 CFR 74.82, file an annual performance report with the Secretary explaining the activities carried out under its project together with an assessment of the effectiveness of those activities in achieving the purposes of the Campus Sexual Offenses Education and Prevention Program.

(b) The Secretary suspends funding if an applicant fails to submit an annual performance report pursuant to paragraph (a) of this section.

$700.1 What is the Educational Research Grant Program?

The Educational Research Grant Program supports scientific inquiry designed to advance educational theory and practice.

§700.2 Who is eligible for an award?

The following are eligible for awards under the Educational Research Grant Programs:

(a) Institutions of higher education. (b) Public and private organizations, institutions, and agencies.

(c) Individuals.

§700.3 What types of activities may the Secretary fund?

(a) The Secretary may fund applications that include, but are not limited to, those designed to carry out one or more of the following activities:

(1) Educational research.

(2) Dissemination of educational research.

(3) Training of individuals in educational research.

(b) For each competition, the Secretary may restrict applications to one or more of the activities in paragraph (a) of this section.

(c) For each competition for invitational applications announced in the FEDERAL REGISTER, the Secretary may restrict educational research projects to one or more of the following activities:

(1) Basic research.
(2) Applied research.
(3) Development.
(4) Planning.
(5) Surveys.

(6) Assessments.
(7) Evaluations.
(8) Investigations.
(9) Experiments.

(10) Demonstrations in education and fields related to education.

§700.4 What priorities may the Secretary establish?

(a) For each competition for invitational applications, the Secretary may select funding priorities from a list of biennial research priorities published in the FEDERAL REGISTER for public comment pursuant to section 405(b)(4) of the Act.
