At this time we take up the budget request for the fiscal year 1989 for the Department of Health and Human Services. We have before the committee the Secretary of the Department, L'r. Otis Bowen. Secretary Bowen, as you have heard me say on more than one occasion since you have occupied your present position, you are serving with distinction and honor, and we appreciate it. Secretary BowEN. Thank you, sir. Mr. NATCHER. At the same time I want to thank you, Dr. Bowen, and several of your assistants for your help through the years. You know, we have Mr. Henry Neil back with us who as you know was stricken with a stroke last year. He sits with me on my right, and, Dr. Bowen, Mr. Hoyer and Mr. Smith, and the rest of the subcommittee will tell you, we have an excellent staff. They know a lot more about this bill than we do. In fact, they tell us what to do. It is a pleasure to have Mr. Neil back with us. Just as a matter of record, I want you to know that I appreciate the assistance a number of your people at NIH rendered at the time Henry was sick. The NIH staff know him and like him, they realize his ability and how much he means to this subcommittee and to the Congress; Dr. Bowen, all through his illness, these people talked to his doctors and his family, and we appreciate it.
