ESTIMATES OF APPROPRIATIONS

FOR THE FISCAL YEAR ENDING JUNE 30, 1936

LEGISLATIVE ESTABLISHMENT

Summary of estimates of appropriations for the fiscal year 1936, compared with appropriations for the fiscal year 1935

The estimates of annual appropriations for the legislative establishment for the fiscal year 1936 indicate an apparent increase, over the appropriations for the fiscal year 1935, of $1,273,839. However, this increase is offset by the indefinite appropriations carried in section 21 (e) of the act of March 28, 1934. The appropriations for the legislative establishment for the fiscal year 1935 were made on the basis of a 10-percent salary reduction. It is estimated that the diminution of the rate of salary reduction to 5 percent and the 40-hour-week provision under the above-cited act will increase the requirements of the legislative establishment for 1935 by $1,059,422, thus making the 1935 appropriations $19,292,453. The 1936 estimates include $805,824 to provide for 100-percent salary payment during that year. As a result the other items reflect a net decrease of $591,407 and the total net increase becomes $214,417. The principal items involved are summarized below:

UNITED STATES SENATE

In the contingent expense items of the Senate there is an increase of $31,045 for expenses of inquiries and investigations, and $102,655 for "Miscellaneous items."

HOUSE OF REPRESENTATIVES

There is an increase of $43,750 for mileage of Members and Delegates. A net decrease of $96,500 is shown in the several contingent expense items, the principal decreases being $59,500 in the appropriation for expenses of special and select committees and $40,000 in the appropriation for the revision of the laws, and $12,000 for folding documents with an increase of $12,000 for miscellaneous items. Other small items of increase account for the net total decrease.

ARCHITECT OF THE CAPITOL

There is a net decrease of $608,970 in the several appropriations under the Architect of the Capitol, principally due to nonrecurring items in 1935 not estimated for in 1936, including replacement and repair of elevators in the Capitol and other buildings, amounting to $592,793; replacing roof of Senate Office Building, $60,400; painting Senate Office Building, $37,000; and installation of duplicate steam lines to new buildings, and so forth, $25,000. New items requested in the 1936 estimate include $28,000 for painting the dome of the Capitol and $75,000 for changes in the terraces of the Senate Office Building.

LIBRARY OF CONGRESS

There is a net increase under the Library exclusive of the 5-percent salary restoration, of $160,870, including $64,952 for salaries, $30,000 for increase of the Library for the purchase of books, etc., and $65,000 for printing and binding.

GOVERNMENT PRINTING OFFICE

While the 1936 estimates of appropriations for the working fund of the Government Printing Office indicate an apparent increase of $200,000 over the 1935 appropriation, this increase is more than offset by the 5-percent pay restoration and the cost of the 40-hour-week provision, and results in a net decrease in salaries and wages of $118,750. Under the Superintendent of Documents there is an increase of $15,000 for general expenses, including an increase of $11,000 for supplies and materials and $4,000 for printing and binding.
