JURISDICTION OR PRACTICE OF COURTS.

Regulating the practice of courts of justice-California, Colorado, Florida, Idaho, Illinois, Indiana, Mississippi, Montana, Nebraska, Nevada, North Dakota, Oregon, Utah, West Virginia, Wyoming.

Regulating the practice or jurisdiction of any court, or changing the rules of evidence in any judicial proceeding or inquiry before courts, or providing or changing methods for the collection of debts or the enforcement of judgments, or prescribing the effects of judicial sales-Louisiana, Missouri, Pennsylvania, Texas, Virginia. Or before other tribunals-Missouri, Pennsylvania, Virginia. Before justices of the peace, sheriffs, commissioners or arbitrators-Pennsylvania, Texas. Before aldermen, auditors or masters in chancery-Pennsylvania. Changing the rules of evidence in any trial or inquiry--Colorado, Montana, North Dakota, Wyoming.

Regulating the jurisdiction, practice or circuits of courts of justice, or the rights, powers, duties or compensation of the officers thereof; but the practice in circuit courts in continuous session may, by general law, be made different from the practice of circuit courts held in terms-Kentucky. Concerning any civil or criminal actions-Louisiana.

VENUE.

Changing the venue in civil or criminal cases-Alabama, California, Colorado, Florida, Idaho, Illinois, Indiana, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, Nevada, New York, North Dakota, Oregon, Pennsylvania, Texas, Utah, Virginia, Wyoming.

JURIES.

Summoning or impaneling grand or petit juries-Colorado, Illinois, Missouri, Montana, Nebraska, North Dakota, Oregon, South Carolina, Texas, West Virginia, Wyoming. Selecting, drawing, summoning or impaneling grand or petit jurors--New York, Mississippi. Summoning and impaneling grand and petit juries and providing for their compensation—California, Florida, Idaho, Indiana, Kentucky, Nevada.

LIMITATION OF ACTIONS.

Limitation of civil actions-Colorado, Missouri, Montana, North Dakota, Wyoming. Limitation of civil or criminal actions-Alabama, California, Idaho, Kentucky, Texas, Washington.

LIENS.

Authorizing the creation, extension or impairing of liens--Alabama, California, Idaho, Kentucky, Missouri, Montana, North Dakota, Pennsylvania, Texas, Wyoming. Or enforcement or release-Kentucky.

CRIMES AND MISDEMEANORS.

For the punishment of crimes and misdemeanors-Alabama, California, Florida, Idaho, Indiana, Kentucky, Montana, Nevada, North Dakota, Oregon, Utah, Virginia, Wyoming.

CREATING CORPORATIONS, ETC.

Creating any corporation---Idaho. Creating corporations or amending, renewing or extending the charters thereof-Pennsylvania, Virginia. Also explaining charters-Minnesota, Wisconsin.

Chartering banks, insurance companies and loan and trust companiesMontana, Wyoming. Incorporating railroads or other works of internal improvement-Texas. Granting corporate powers or privileges-Washington. Except to cities-Wisconsin. Granting a charter to any corporation or amending the charter of any existing corporation-Kentucky. Granting a charter to any corporation, association or individual-Alabama.

Incorporating educational, religious, charitable, social, manufacturing or banking institutions not under control of the state, or amending or extending the charters thereof; but the provisions of this section shall not apply to charitable and educational corporations where, under the terms of a gift, devise or will, special incorporation may be required-South Carolina. Creating corporations, or amending, renewing, extending or explaining the charters thereof; provided, this shall not apply to municipal corporations having a population of not less than 2500 inhabitants, or to the organization of levee districts and parishes---Louisiana.

RAILROAD TRACKS, EMINENT DOMAIN.

Granting to any corporation, association or individual the right to lay down railroad tracks-Colorado, Missouri, Montana, New York, North Dakota, Pennsylvania. Or tramway--Kentucky. Or amending existing charters for such purpose-Illinois, Kentucky, Nebraska. Conferring the power to exercise the right of eminent domain or granting to any person, corporation or association the right to lay down railroad tracks or street car tracks, in any other manner than that prescribed by general lawMississippi.

PRIVILEGES OR IMMUNITIES.

Granting to any corporation, association or individual any special or exclusive right, privilege, immunity or franchise-California, Colorado, Illinois, Louisiana, Minnesota, Missouri, Montana, Nebraska, New York, North Dakota, Pennsylvania, South Dakota, Utah, Virginia, Wyoming.

MUNICIPAL CORPORATIONS.

Erecting new counties or changing county lines-Pennsylvania. Changing lines of old counties-Alabama, Washington. Declaring who shall be liners between precincts or between counties--Alabama. Erecting new townships and boroughs-Pennsylvania. Erecting new townships or changing township lines or the lines of school districts-Missouri. Changing township lines, borough limits or school districts-Pennsylvania. Changing the boundaries of wards, precincts or districts, except in the organization of new counties-Alabama, Kentucky. Changing the lines of any county, city, village, township, ward or school district-Minnesota.

Incorporating villages--New York. Incorporation of cities and townsIowa. Incorporation of cities, towns or villages-Alabama, Wyoming. Incorporating or erecting any county, city, village, township, ward or school district-Minnesota. Incorporating cities, towns or villages, or changing their charters-Illinois, Missouri, Nebraska, North Dakota, Pennsylvania,

South Carolina, South Dakota, Texas, Utah, Washington, Wisconsin. Containing a population less than 2000-West Virginia. Changing or amending the charters of cities, towns or villages-Wyoming. Amending, confirming or extending the charter of any private municipal corporation, or remitting the forfeiture thereof; provided this shall not prohibit the legislature from altering or rearranging the boundaries of any city, town or villageAlabama. Enacting, amending or repealing any charter or act of incorporation for any municipality, city or town-Oregon.

Authorizing the construction of street passenger railroads in any incorporated town or city-Louisiana.

COUNTY SEATS.

Changing county seats-California. Changing or locating county seatsColorado, Illinois, Iowa, Kentucky, Minnesota, Mississippi, Montana, Nebraska, New York, North Dakota, Pennsylvania, South Dakota, Texas, Utah, Virginia, West Virginia, Wisconsin, Wyoming. Provided this shall not apply to the creation of new counties-Washington.

Changing county seats, unless the law authorizing the change shall require that two-thirds of the legal votes cast at a general or special election shall designate the place to which the county seat shall be changed: Provided, That the power to pass a special law shall cease as long as the legislature shall provide for such change by general law: Provided, further, That no special law shall be passed for any one county oftener than once in six yearsIdaho.

MUNICIPAL AFFAIRS.

Regulating county or township affairs-California, Colorado, Idaho, Illinois, Indiana, Montana, Nevada, North Dakota, South Dakota, Utah, Wyoming. Regulating or changing county or district affairs-West Virginia. Regulating the affairs of counties, cities, townships, wards or school districts -Minnesota, Montana, Texas. Also boroughs-Pennsylvania. Also villages -New York.

BONDS.

Authorizing any county, city, town, village, district or other political subdivision of a county, to issue bonds or other securities unless the issuance of said bonds or other securities shall have been authorized before the enactment of such local or special law, by a vote of the duly qualified electors of such county, township, city, town, village, district or other political subdivision of a county, at an election held for such purpose, in the manner that may be prescribed by law: Provided, The legislature may, without such election, pass special laws to refund bonds issued before the date of the ratification of this constitution-Alabama.

Providing for the bonding of cities, towns, precincts, school districts or other municipalities-Nebraska.

OFFICERS AND OFFICES.

Authorizing officers to appoint deputies-Kentucky.

Regulating county or township or township officers-Nebraska. Regulating the jurisdiction and duties of any class of officers, except municipal officersFlorida.

Creating offices or prescribing the powers or duties of officers in counties,

cities, townships or school districts-Minnesota, Montana, Wyoming. Also villages and wards-Minnesota. Creating officers or prescribing the powers and duties of officers in counties, cities, townships, election or school districts-California, Missouri, North Dakota, Pennsylvania, Texas. Except as in this constitution otherwise provided-Idaho. Also cities and counties -California. And boroughs-Pennsylvania.

JUSTICES, MAGISTRATES AND CONSTABLES.

Regulating the jurisdiction and duties of justices of the peace-Utah. Justices of the peace and constables-Idaho, Indiana, Nevada, Oregon. Justices of the peace, police magistrates and constables-California, Colorado, Illinois, Montana, Nebraska, North Dakota, Wyoming.

Regulating the powers, duties and practice of justices of the peace, magistrates and constables-Minnesota. Extending the powers and duties of aldermen, justices of the peace, magistrates or constables-Missouri, Pennsylvania, Texas. Increasing the jurisdiction and fees of justices of the peace or the fees of constables-Alabama.

Créating districts for the election of justices of the peace and constables -Mississippi.

FEES, ALLOWANCES, SALARIES.

Creating, increasing or decreasing fees, percentages or allowances of public officers-Alabama, Colorado, Idaho, Illinois, Kentucky, Montana, Nebraska, New York, North Dakota, South Dakota, Utah, Virginia, Wyoming. Or to extend the time for the collection thereof-Kentucky. During the term for which they are elected or appointed-Idaho, Illinois, Nebraska, New York, South Dakota, Utah, Virginia. Or salaries; or authorizing the same to be created, increased or decreased-Virginia. Fees, salary or emoluments-Mississippi.

Regulating the fees of officers of the state and county-Florida. Regulating the compensation of township officers-Indiana. Regulating the fees of aldermen, justices of the peace, magistrates or constables-Missouri, Pennsylvania, Texas. Affecting the fees or salary of any officer-California. In relation to fees or salaries—Indiana.

To fix the amount or manner of compensation to be paid to any county officer-South Carolina. Except that the laws may be so made as to grade the compensation of officers in proportion to the population and the necessary services required-Indiana, South Carolina. Fixing or relating to the compensation, salary or fees of county, city, village, township, ward or school district officers-Minnesota.

NAMES.

Changing names of persons-Florida, Indiana, Iowa, Kentucky, Louisiana, Maryland, Nevada, New York, North Carolina, Oregon, Tennessee. Names of persons or places-California, Idaho, Illinois, Missouri, Montana, North Dakota, Pennsylvania, South Carolina, Texas, Wyoming. Names of persons, places or corporations-Mississippi. Names of persons, places, lakes or rivers-Minnesota. Name of corporation, association or individualAlabama.

Changing the names of persons or constituting one person the heir at law of another-Washington, Wisconsin. Names of persons or places, or constituting one person the heir at law of another-South Dakota, Utah.

Naming or changing the name of any private corporation or association— Virginia.

ADOPTION AND LEGITIMATION.

Adoption of children-Washington. Adoption or legitimation of children -Alabama, California, Florida, Idaho, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Montana, North Dakota, Pennsylvania, South Carolina, Texas, Wyoming. Legitimating persons-North Carolina, Tennessee.

PERSONS UNDER DISABILITY, PROPERTY AND ESTATES.

Declaring any person of age-California, Colorado, Idaho, Kentucky, Minnesota, Missouri, Montana, North Dakota, Texas, Washington, Wyoming. Relieving any minor of the disabilities of non-age-Alabama. Relieving minors from legal disabilities-Florida. Removal of disability of infancyMississippi. Emancipation of minors-Louisiana. Conferring rights upon minors-Minnesota. Relieving an infant or femme covert of disability, or enabling him to do acts allowed only to adults not under disabilitiesKentucky.

Providing for the sale of the property of any individual or estate-Alabama. Sale of real estate belonging to minors and persons under disability-Florida. Or sale of their real estate or personal property-Indiana, Maryland, Nevada, Oregon. By executors, administrators, guardians or trustees-Indiana, Maryland, Oregon.

Providing for the sale or mortgage of real estate belonging to minors or others under disability-Colorado, Illinois, Montana, Nebraska, North Dakota, South Dakota, Utah, West Virginia, Wyoming. Or the sale or mortgage of their real or personal property-Washington, Wisconsin. Authorizing any minor to sell, lease or incumber his property-California, Idaho, Washington. Affecting the estates of minors or persons under disabilities-California, Idaho, Louisiana, Minnesota, Missouri, Montana, North Dakota, Pennsylvania, Texas. Except after due notice to all parties in interest, to be recited in the special enactment-Pennsylvania.

Affecting the estate of cestuis que trust, decedents, infants or other persons under disabilities, or authorizing such persons to sell, lease, encumber or dispose of their property-Kentucky. Concerning the settlement or administration of any estate, or the sale or mortgage of any property of any infant, person of unsound mind, or any deceased person-Mississippi. Authorizing the sale of real estate belonging to the estates of deceased persons -Alabama, Florida. Affecting estates of deceased persons-California, Idaho, Kentucky, Montana, North Dakota, Wyoming.

CIVIL DUTIES.

Providing for the age at which citizens shall be subject to road or other public duty-South Carolina. Exempting any person from jury, road or other civil duty-Alabama, Mississippi.

RESTORING CITIZENSHIP.

Restoring the right to vote to persons convicted of infamous crimes, or crimes involving moral turpitude-Alabama. Restoring to citizenship persons convicted of infamous crimes-California, Idaho, Kentucky, Montana North Carolina, North Dakota.
