Res. 235, Section 4, of the 92d Congress, 2d session, and two prior resolutions, the Committee on Labor and Public Welfare through its Subcommittee on Labor, has been conducting an intensive study of private pension and welfare plans, placing special emphasis on the need for protection of the employees covered. The present report is a staff study of the hearings and investigations conducted by the subcommittee this year on the impact of pension plan terminations on the employees covered by such plans. I believe the findings set forth in this analysis will prove of great benefit to members of the committee and of the Senate at large in their consideration of proposed legislation to remedy the deficiencies in existing pension plans. To my mind there can be no question about the need for early congressional action to improve the protection of the pension rights of millions of American workers. HARRISON A.
