LETTER OF TRANSMITTAL

UNITED STATES DEPARTMENT OF LABOR,

CHILDREN'S BUREAU, Washington, December 1, 1941.

MADAM: There is transmitted herewith a Glossary of Certain ChildWelfare Terms in Spanish, Portuguese, French, and English.

Under a resolution passed at the Sixth Pan American Child Congress held in Lima, Peru, in 1930, the International American Institute for the Protection of Childhood, with headquarters in Montevideo, Uruguay, was entrusted with the preparation, before the next congress, of a glossary of child-welfare terms in the four languages spoken on the American continents-Spanish, Portuguese, French, and English.

By arrangement between the Institute and the Children's Bureau a glossary was compiled by Anna Kalet Smith of the Bureau staff and was issued in 1935 in mimeographed form, as a preliminary draft, in time for the Seventh Pan American Child Congress held in that year in Mexico City.

With the development of child-welfare work in the American countries in recent years and the consequent growth of the child-welfare vocabulary and literature in those countries, it has been found possible to add many new terms to the glossary.

The present work is a revised and enlarged edition of the preliminary draft and is intended especially for distribution at the Eighth Pan American Child Congress to be held in Washington May 2-9, 1942. Respectfully submitted.

HON. FRANCES PERKINS,

KATHARINE F. LENROOT, Chief.

Secretary of Labor.
