This document consists of a selected list of publications of the various committees of the Congress on the subject of (1) health, (2) medical care, (3) medical facilities, and (4) rehabilitation. The list was compiled by the Legislative Reference Service of the Library of Congress at the request of the staff of the Committee on Ways and Means. It is printed for information only. No attempt is made to discuss or evaluate in any manner any of the publications. The list contains only the publications on the above four subjects, and is not intended to, nor does it, include publications on other categories of subjects. It is purely for reference purposes.

Subject: Selected list of committee publications relating to health, medical care, medical facilities, and rehabilitation.

INTRODUCTION

You requested that we prepare an extensive bibliography of congressional committee publications relating to health, medical care, medical facilities, and rehabilitation for the period 1951-61. You also requested that this project be completed in time for use in connection with the hearings on the President's medical care program.

It should be kept in mind that this list is not necessarily all inclusive since limitations of time have made it impossible to canvas with complete thoroughness all congressional publications within the 10-year period. In preparing the list we have used the Legislative Reference Service files, the Library of Congress author index, the Government Document Índex, the Cumulative Hearing Index prepared by the Senate Library, and such lists as were furnished by the committees themselves. In addition we have examined the calendars of three selected committees (Labor and Public Welfare in the Senate and Veterans' Affairs and Interstate and Foreign Commerce in the House). For this reason, entries for these committees may be more complete than for others.

Some categories of subject matter which are related to health, medical care, and medical facilities were not included because they were not directly or primarily on the subject areas to be covered. Omitted materials include those relating to social security disability insurance, railroad and civil service disability programs, military disability retirement, coal mine safety, Federal employees compensation, harbor workers safety programs, veterans disability pension and compensation, public assistance disability programs, and workmen's compensation.

We have excluded about 200 reports by the Veterans' Administration on individual bills which were issued as committee prints by the Committee on Veterans' Affairs of the House. All conference reports on bills have also been excluded.

Congressional documents on the aged and aging and, at your request, the hearings and reports on appropriations for the Department of Health, Education, and Welfare, have been included even though they encompass a broader area than health and medical care problems. We have also included some Presidential messages on this subject

because they preceded committee consideration of health proposals of a substantial nature.

The publications are listed both by committee and by subject matter. They are arranged by year with the most recent entries appearing first. When an entry is not designated as a hearing, numbered report or document, it is a committee print.
