SECURITY INSURANCE SYSTEM

The committee met at 10 a.m., pursuant to recess, in the committee room, House Office Building, Hon. Wilbur D. Mills (chairman of the committee) presiding.

Our first witness this morning is our former colleague in the House who is a member in fine standing of the other body, the Honorable Jennings Randolph from the State of West Virginia. We appreciate having you back with us this morning. We hope you feel at home before this committee. We want you to. You are recognized, sir.

STATEMENT OF HON. JENNINGS RANDOLPH, A U.S. SENATOR FROM THE STATE OF WEST VIRGINIA

Senator RANDOLPH. Mr. Chairman, it is a personal privilege and an official responsibility to appear before this important committee this morning. I would not desire to indulge myself in pleasantry for the sake of pleasantry only, but I do recall the interesting period of 14 years in which I served in the U.S. House of Representatives and I counseled often with my colleague, the Member from Arkansas, who has chaired for a considerable number of years the Ways and Means Committee of this body.

Late last evening, I accepted a responsibility which calls for a conference which is to begin at 10: 15 this morning, and the nature of the session is somewhat of an emergency from the standpoint of consideration of legislation which will shortly come before the Senate of the United States.

I had fully intended to present the statement this morning and then to accommodate the chairman and the members of this committee to any questions which they felt appropriate to ask. I have always believed that a witness appearing before a committee should give to the members who have honored him with listening to his testimony the opportunity for they themselves to discuss the material which he has presented, but this morning through the indulgence and the cooperation of the chairman, I am allowed to appear briefly and to express my views, which will be in the form of a statement which will be provided for this record.
